House Passes $106 Billion War Funding Bill

Washington, D.C. (AHN) - Despite being joined by some anti-war Democrats, House Republicans failed to stop the passage Tuesday night of the Obama administration's $106 billion bill funding the wars in Afghanistan and Iraq until the end of the fiscal year. The GOP opposes a provision in the measure increasing funding for the the International Monetary Fund (IMF).
The supplemental funding the wars until Sept. 30 passed by a 226-202 vote. All except five Republicans supported the bill, while 32 Democrats voted against it.
The legislation provides $79.9 billion for the wars, $7.7 billion for to fight the H1N1 flu including $50 million to support global efforts, and $5 billion that will give the IMF a $108 billion line of credit -- which was part of the President 's agreement with G20 nations during an April meeting to address the global economic crisis.
The measure also has $1 billion under the Cash for Clunkers Act to provide consumers with $3,500 or $4,500 vouchers when they trade in an old car for a new, more fuel-efficient one.
None of the $80 million requested by the White House for the closure of the prison camp in Guantanamo Bay is included.
Lawmakers have attached a provision prohibiting the transfer of Guantanamo detainees to U.S. soil except for prosecution and only after the President submits a plan to lawmakers detailing the risks and costs involved in such a transfer, and a certification from Atty. Gen. Eric Holder that the detainee poses little or no security risk.
Republicans had called for a the IMF funding to be put into a separate bill.
"Democratic leaders decided the bailouts here in America weren't enough," House Minority Leader John Boehner (R-OH) said. "They've insisted on including a $108 billion global bailout in a bill that is supposed to fund the troops. That's $30 billion more than we're spending for our troops - in a bill that's intended to be about troop funding."
House Minority Whip Eric Cantor (R-VA) has repeatedly warned that the funds could go to terrorists, an argument House Speaker Nancy Pelosi (D-CA) has called "contradictory" because she says the IMF is "an instrument for national security" yet the very critics who push the allegation want to support the fight against terrorism with a strong war funding bill.
Boehner also criticized the exclusion of a provision barring the release of photos about detainee abuse by the U.S. military.
"The language would have barred the release of detainee photos that would serve as further fuel for our enemies, but it was taken out by House Democratic leaders to satisfy the left-wing fringe of their party..Our men and women in uniform deserve far, far better than to be treated like this... this is a politically-motivated stunt," he said.
Last week, the administration and lawmakers had reached an agreement about the photos after President Barack Obama gave assurances that he would not release the photos despite the language being taken out.
