BRUSSELS - The European Union has told Iran it welcomes a proposal to resume dialogue as early as September but says talks must focus on Tehran's nuclear energy programme.
 
EU foreign affairs chief Catherine Ashton sent the message in a letter responding to a July 6 letter from Iran's chief nuclear negotiator Saeed Jalili calling for resumption of talks.
 
Jalili's proposal was the first indication that Tehran is willing to engage with world powers on its atomic programme since the United Nations imposed more sanctions on Iran last month, a move designed to stall Iranian uranium enrichment.
 
"I am glad to hear that you would be prepared to restart dialogue," Ashton said in her letter to Jalili, which was seen by Reuters. "It follows that issues relating to the Iranian nuclear programme must be the focus of our talks, though other subjects ... could also be raised."
 
Ashton proposed EU and Iranian officials should discuss a time and venue for a meeting.
 
A spokesperson for Ashton confirmed the EU had replied to Jalili in a letter that was delivered on Tuesday.
 
Iran has long refused to negotiate on what it calls its inalienable right to develop nuclear energy, despite concerns about its failure to open up to U.N. inspectors, leaving them unable to verify Iran is not seeking atom bombs from enrichment.
 
In his letter Jalili asked Ashton for reassurances on three issues before any talks were held.
 
These were that talks should aim to "engage and cooperate," should be "committed to the rationale of dialogue," and that Ashton should state her "position on the nuclear weapons of the Zionist Regime" -- a reference to Iran's adversary Israel, which does not confirm or deny that it has nuclear weapons.
 
ASHTON LETTER DOESN'T MENTION ISSUES
 
The letter from Ashton, who is acting as a liaison for the main group of nuclear negotiators -- the United States, Russia, China, Britain, France and Germany -- did not refer to these issues, but stated:
 
"Our aim has always been achieving a comprehensive and long-term settlement which would restore international confidence in the peaceful nature of Iran's nuclear programme, while respecting Iran's legitimate rights to the peaceful use of nuclear energy."
 
It also said the six countries shared "a genuine wish...for a more constructive and cooperative relationship with Iran."
 
The West believes Iran wants to turn uranium enrichment to developing nuclear weapons capability. Iran says its nuclear programme is solely for peaceful purposes, including domestic energy production.
 
Tehran has held no substantive talks with the West since October, when it backed away from a U.N.-brokered deal to send some of its low-enriched uranium -- potential atomic bomb material -- abroad in exchange for higher-enriched nuclear fuel rods needed to keep a Tehran medical research reactor running.
 
In February it announced it had started enriching to that 20 percent level itself -- alarming countries that fear the Islamic republic aims to make even purer, weapons-grade material.
 
President Mahmoud Ahmadinejad said in June that Iran still wanted to do a fuel swap, based on a deal agreed in May with Turkey and Brazil which proved too little too late to fend off a new wave of Western sanctions.
