"We have seen great progress in the bid from previous two bids," Gunilla Lindberg said after the IOC team completed a four-day evaluation of the alpine resort's application. IOC inspectors have also seen "very strong governmental support" for the bid and "passionate support" from residents, she said. Pyeongchang lost out to Vancouver for the 2010 event and to Russia's Sochi for 2014. The resort, 180 kilometres (110 miles) east of Seoul, is competing against Annecy in France and Munich in Germany, with the winner to be announced on July 6. The IOC team has visited Annecy and will go to Munich. Lindberg said her delegation was impressed by "excellent and high-level professional preparation, cooperation, hard work and warm hospitality. "It has been wonderful to see so many people showing their support to bring the Olympic winter games here to Korea," she said, refusing to compare Pyeongchang's bid with competitors. "We have seen progress in Korean winter sports during the last four years," she said, noting that South Korea won four medals at the Salt Lake City Olympics in 2002 but 14 in Vancouver. The IOC's evaluation report will be made public in May. Lindberg declined to discuss potential risks such as high cross-border tensions that Pyeongchang might face because of its proximity to the border with North Korea. "Our intention when we write our reports is to analyse the risks and opportunities," she said. South Korean officials were upbeat, saying they did their best to build Pyeongchang's case on helping promote winter sports across Asia and offering a compact, athlete-friendly Olympics. "I think we have shown and explained well our preparations in detail," said bidding committee chief Cho Yang-Ho. South Korea is vigorously pursuing its third world sporting event after the 1988 summer Olympics and the 2002 football World Cup, which was co-hosted with Japan. It says it is time the winter Games came back to Asia, which has hosted the event only twice -- at Sapporo in 1972 and Nagano in 1998, both in Japan. At a final round of presentations Saturday, Prime Minister Kim Hwang-Sik proposed a special Olympic law to help Pyeongchang speed up construction of facilities for the event. Details of the law were not released but Kim said the town would receive full state financial support, according to bidding committee officials. The resort has already invested more than $1.5 billion to build facilities, with seven out of the 13 necessary sites now in place. The central government plans to spend additional $1.53 billion to bolster the bid. Pyeongchang has promised a big cash injection for the Paralympics and vowed to improve facilities for the disabled at all venues. The special law will also help sports bodies launch aggressive marketing to ensure Pyeongchang will not end up in the red if it hosts the event. The town aims to raise $792 million by selling sponsorship and souvenirs. "We are confident of victory," taxi driver Chung Jun-Ha, 52, told AFP Friday in the town, whose streets are hung with hundreds of banners and flags. "This is our last chance. We're so well prepared that we cannot think of losing this time."
