The call to "give the US administration a one-month chance to seek the resumption of negotiations, including a halt to settlement" building, would be made in a resolution to be adopted later Friday by the Arab League Follow-up Committee on the peace process in the Libyan city of Sirte, the diplomat said. Under the draft resolution, the committee grouping 13 Arab foreign ministers would meet again within one month "to examine the policy alternatives if the diplomatic efforts fail," the official told AFP on condition of anonymity. In Washington, US State Department deputy spokesman Mark Toner said: "We're gonna wait (until) they come with a definitive statement in the end." Palestinian president Mahmud Abbas was in Sirte to seek the support of Arab leaders to pull out of the peace negotiations after Israel adamantly refused to extend a freeze on settlement building that expired on September 26. He is due to lay out his position on whether to continue US-backed direct talks in a speech to Arab foreign ministers in Sirte which would include "historic decisions" and could also see him resigning, officials said earlier. Last-minute efforts to reach a compromise appeared to have failed, with Israel silent on the moratorium and the Palestinians insisting they would not talk while settlers continued to build on land they want as a future state. "The situation is negative and is not favourable to direct negotiations," Arab League chief Amr Mussa said in Sirte. "We will listen to him and will discuss the situation," Mussa said of Abbas, "but we are not going to tell him what he should do." As the peace talks looked set to collapse, fresh violence erupted in the occupied West Bank when Israeli forces killed two Hamas militants said to be behind an August attack that killed four settlers, one of them pregnant. And in east Jerusalem, two stone-throwing Palestinian boys were run over and injured by a car driven by a hardline Jewish settler leader. The United States said it was bidding to coax Israeli Prime Minister Benjamin Netanyahu into renewing curbs on new settlement building "until the very last minute." This reassurance was given to Abbas by US Secretary of State Hillary Clinton in a telephone call late on Thursday, Abbas's spokesman Nabil Abu Rudeina told AFP. In response, the Palestinian leader said he was "ready to resume negotiations on condition there is a clear freeze of the settlement activities." Abbas's intention to halt the talks has strong backing from the Palestinian public and leadership, but he has deferred a final decision until he has conferred with the Arab League Follow-up Committee. A poll taken earlier this week found two-thirds of Palestinians support withdrawing from the negotiations over new settlement building, which resumed after the freeze ended. Netanyahu has since made no move to renew the freeze, partly because he does not have the support for that within his mostly right-wing coalition. On Friday, Netanyahu's spokesman could only say Israel was "interested in continuing the direct negotiations" aimed at securing a peace agreement within one year, and "hopes that the other side will not leave the table." Abbas had hinted to Palestinian officials in Amman that the crisis could even see him tendering his resignation in Sirte, an official with the Palestinian National Council said. At a meeting on Wednesday, Khaled Mesmar told AFP, Abbas hinted at "new and important things ... These new things include the possibility of resigning." Ahead of Abbas's speech, due to be delivered at 8:00 pm (1800 GMT), top aide Yasser Abed Rabbo told AFP there was little chance of achieving "serious peace" with Netanyahu and his right-wing government. For the Palestinians, Jewish settlements are a major threat to the establishment of a viable future state in the West Bank, and they see the freezing of settlements as a crucial test of Israel's intentions. The looming crisis has prompted a flurry of furious US diplomatic activity, but so far there has been no visible response from Netanyahu, who on Thursday deflected blame towards the Palestinian leadership. "The question needs to be directed to the Palestinians: why are you abandoning the talks?" he told reporters. "Don't turn your backs on peace; stay in the talks. This is what needs to be asked today, and not of the Israeli government."
