(AHN) - The House late Thursday finished working on appropriations bills for fiscal year 2010 with the approval of a $636.3 billion defense budget that excludes money for more F-22 jets, but includes funds for two other programs the White House opposes. President Barack Obama early this week threatened to veto a defense bill that had money for presidential helicopters and an alternate engine for the F-35. Lawmakers voted 400-30 to pass the measure without money for 12 additional F-22s worth $369 million above the Pentagon's budget request. The House Appropriations Subcommittee on Defense and the House Armed Services Committee had both previously marked up a bill that had funds for F-22s. But lawmakers apparently relented after Obama warned he would veto any bill that disrupts the overall F-35 program, and Defense Sec. Robert Gates repeated his recommendation that there is no need for more F-22s and that savings can be used to buy F-35s, which are newer model jets. Many lawmakers wanted to continue with the F-22 program due to concerns that not doing so may raise national security risks at a time when there are increasing threats from hostile nations. They were also concerned about losing jobs in states that have suppliers for Lockheed Martin, which makes the jets, just when the national unemployment rate is at 26 -year high of 9.5 percent ---- and over 10 percent in 15 states including the nation's capital. But the Senate's adoption of an amendment earlier this month capping the number of F-22s to the 187 the Pentagon already has shifted opinion on Capitol Hill and dealt the White House a victory. The Senate holds a final vote on the defense budget after Congress' month-long recess beginning Aug. 7. The defense budget passed by the full House, however, does include $400 million above the the White House request to make five VH-71 helicopters operational. It also has $560 million not requested by the President to continue development and initial procurement of an alternative engine for the F-35 Joint Strike Fighter program. The White House on Tuesday issued a statement warning it would veto a defense budget that had money for these two programs. "These helicopters currently have no mission equipment and would require in excess of $2 billion to complete and to operate as Presidential helicopters, yet would still not meet full operational requirements for that mission," it said of the VH-71. "DOD and the White House are conducting a requirements analysis, and the outcome of this effort should not be pre-empted." "Expenditures on an alternate engine for the JSF are unnecessary and divert resources from the overall JSF program," it added. "The current engine is performing well, and the risks associated with a single engine provider are manageable."
