Obama announced a surge in American exports of almost 17 percent in the first four months of this year, as he named corporate CEOs to a presidential advisory board on trade -- an issue his critics say he has neglected. Given multiple crises assailing his administration, Obama has struggled to keep the political focus on the critical political issue of the economy, and the debate now risks being overtaken by disappointing economic data. "Our efforts are off to a solid start," Obama said, at an event at the White House dedicated to his export-pushing policy, though noted some of the encouraging news could be put down to the global economic recovery. Nevertheless, Obama argued that strong efforts by his Commerce Department abroad, and in conjunction with the US business community had made important strides towards his export target, announced in the State of the Union address. "We're bringing to bear the full resources of the United States government," Obama said, and vowed to fight global economic giants for a bigger slice of world trade, which could help cut high US unemployment figures. "The United States of America should not, cannot, and will not play for second place. We mean to compete for those jobs -- and we mean to win." Obama said that US discussions with China, in particular, were addressing ways to increase access to the booming Chinese market and to create a more balanced Sino-US trading relationship. "I made it clear to all that the United States of America is prepared to compete aggressively for the jobs and industries and markets of the future." Obama also noted again that he had instructed US Trade Representative Ron Kirk to seek ways to modify a stalled US-South Korea free trade pact, before his planned visit to the country in November. He said that other moribund deals, with Panama and Colombia would be submitted to Congress "as soon as possible." However, given the still tough economic times, support for lawmakers on those deals is uncertain, and Obama did not offer a timeframe for action. The president, who critics often claim is "anti-business" thanked Boeing CEO Jim McNerney and Xerox CEO Ursula Burns for agreeing to serve as the co-chairs of the President's Export Council. The White House also said Mary Andringa, CEO of Vermeer Corp., Stephanie Burns, CEO of Dow Corning Corporation, Scott Davis, CEO of UPS and Robert Iger, CEO of Walt Disney Company would serve among other members of the council. White House hopes for strong economic and job growth ahead of critical mid-term elections in November, were dampened last week by a Labor Department report showed a net loss of 125,000 jobs last month. Though the unemployment rate actually fell -- to 9.5 percent, its lowest mark in a year -- the figures fuelled pessimism on the markets about the economy, and bolstered the case that the recovery was slowing. In his White House speech however, Obama said his economic management, saying his policies had stopped the recession in his tracks and created nearly 600,000 private sector jobs so far this year. The White House earlier said the National Export Initiative (NEI), had achieved major milestones including a doubling of loans to American exporters. "This puts the US on track to reach the president's goal of doubling exports and supporting several million new jobs over five years," the White House said in a statement. It cited analysis by Obama's Council of Economic Advisers that an increase in US exports over the past nine months has contributed more than one percentage point to the growth rate as the country claws out of the deepest recession in generations. Part of the process involved dispatching "an unprecedented 18 trade missions" to foreign countries since February, the White House said. It also said the Export-Import Bank (Ex-Im) has more than doubled loan deals in the first half of fiscal year 2010, to 13.2 billion dollars, and helping support nearly 110,000 jobs.
