(AHN) - Senate Democrats on Thursday were forced to postpone a vote on a $410 billion omnibus appropriations bill that would've funded government operations this fiscal year ending Sept. 30 due to strong opposition from Republicans and some Democrats to the measure. The omnibus has nine regular annual appropriations bills that was not passed in the previous administration. It also has a 10th division containing provisions relating to the Department of Homeland Security and other agencies. The Senate is expected to pass a stopgap measure on Friday to replace a continuing resolution funding government operations that expires at midnight. Lawmakers will need to pass the omnibus before the new stopgap expires early next week. Republicans have said the omnibus has more than 9,000 earmarks costing about $7.7 billion. They have been trying to add amendments to the measure this week and are expected to continue doing so next week. Some Democrats, including Sens. Evan Bayh (D-IN) and Robert Menendez (D-NJ), are also opposing the measure because of its price tag and provisions easing the U.S. trade embargo against Cuba. Bayh, who was vetted as President Barack Obama's running mate last year, said in an op-ed this week in the Wall Street Journal the nine spending bills of the omnibus "lacks the slightest hint of austerity from the federal government or the recipients of its largess." He added, 'The Senate should reject this bill. If we do not, President Barack Obama should veto it." Senate Minority Leader Mitch McConnell (R-KY) has criticized Democrats for "double-dipping," saying the omnibus contains funds for 122 programs that were already funded in the President's $787 billion stimulus package. The omnibus has $155 million for arts endowment despite the $50 million already granted by the stimulus, and $1.14 billion for fish and wildlife resource management despite the $165 million allocated by the stimulus for the same purpose. Rep. Dave Obey (D-WI), chairman of the House Appropriations Committee, had introduced the omnibus last week, saying, "This bill works in harmony with the economic recovery package, making investments that address the country's immediate needs while investing in our long term economic strength." The House passed the measure two days later. House Speaker Nancy Pelosi (D-CA) had called it part of the administration's "bold and rapid action that will create jobs and strengthen our economy for the long-term" and touted a provision rejecting a cost of living increase for lawmakers for next year. But McConnell said on Wednesday, "Republicans are going to continue bringing up our amendments - amendments that we think are better and more responsible ways to use the taxpayer's money today. Unfortunately, it's become increasingly clear that most of our Democrat colleagues here in Congress - Senator Bayh notwithstanding - are perfectly comfortable with the breathtaking rate of spending we've been on since the beginning of the year." Sen. John McCain (R-AZ), who is reintroducing a bipartisan bill together with Sen. Russ Feingold (D-WI) to create a line-item veto to target wasteful earmarks, in a floor speech on Thursday identified some of the "wasteful" earmarks in the omnibus, including $1.7 million for pig odor research in Iowa, $2 million for the promotion of astronomy in Hawaii and $6.6 million for termite research in New Orleans.
