JOSEF HEBERT and DINA CAPPIELLO,Associated Press Writers AP - Thursday, June 25 WASHINGTON - Support among House Democrats appeared to be growing Wednesday for a massive climate bill that for the first time would limit the pollution linked to global warming and redirect the nation toward greater use of clean energy. ADVERTISEMENT An agreement on a string of demands sought by farmers and lawmakers from rural areas erased a major obstacle to the legislation. A pair of favorable reports on the economic effect of the bills also have eased some Democratic lawmakers' concerns, supporters of the legislation said. But House Speaker Nancy Pelosi, D-Calif., indicated at a news conference that she had not yet won over enough Democrats to assure passage. She also met privately with a half-dozen moderate Republicans to discuss the legislation. "This is historic legislation," said Pelosi. "You want to have a good, strong committed vote." The speaker said she was still hopeful for a vote on the bill on Friday before lawmakers depart for the July 4 holiday recess, but she would not call that a certainty. The legislation, which calls for limits on greenhouse gases including carbon dioxide from burning fossil fuels, marks the first time the House takes up broad measures to combat global warming. The Senate has yet to develop a bill, preferring to wait first for House action. Most Republicans are expected to oppose the bill, which would for the first time limit nationwide emissions of carbon dioxide from the burning of fossil fuels. That has prompted an intense effort by Pelosi and the bill's leading sponsors to draw in reluctant Democrats with a string of concessions _ mostly aimed at defusing GOP claims that the legislation amounts to a massive energy tax on average Americans and will kill U.S. jobs. "Both of those bubbles have been bursted," Rep. Mike Doyle, D-Pa., told reporters Wednesday, because lawmakers are becoming convinced the bill will create "green" energy jobs and mitigate the economic impact for energy-intensive industries such as those in his state. "We have been taking people out of the 'no' column, into the 'undecided' column into the 'yes' column," said Doyle. "The momentum is coming to 'yes.'" Among the Democratic holdouts have been farm-state legislators concerned that farmers would suffer from high energy costs. But Rep. Collin Peterson, D-Minn., chairman of the House Agriculture Committee, urged support for the bill after he won a number of concessions that he said would benefit agriculture and ease the impact of higher energy costs on people living in rural areas. "We think we have something here that can work with agriculture," Peterson told reporters. "I think we'll be able to get the votes to pass this." The House bill, covering more than 1,100 pages, would require a 17 percent reduction of greenhouse gases _ mainly carbon dioxide from burning fossil fuels such as coal _ by 2020 from 2005 levels and about an 80 percent reduction by mid-century. While it would cap climate-changing pollution it also would allow polluters to buy and sell emission allowances within the economy as a way to ease the cost of compliance. Pelosi and the Democratic bill's primary sponsors _ Reps. Henry Waxman of California and Ed Markey of Massachusetts _ have accepted a variety of changes to try to attract support. They agreed to include provisions that would clear the way for billions of dollars in loans and loan guarantees for the nuclear industry, a broader definition of biomass that would include greater access to salvage lumber and brush from federal forests, and additional greenhouse gas pollution allowances to rural electricity companies. "I don't know the numbers, but we're going to get there," said Waxman. Markey said the White House "is making it very clear they want this legislation." For weeks Republicans have attacked the proposed "cap-and-trade" system as a massive energy tax on every American. "What we see is a job killer," Rep. Eric Cantor of Virginia, the second-ranking Republican in the House, said Wednesday. "There's no question the cap-and-trade with cost millions of jobs." But two reports released this week said the cost to consumers would be modest. The bipartisan Congressional Budget Office said while households on average would spend $770 more a year on energy in 2020, their annual net cost is likely to be as little as $175 because of energy efficiency or money flowing back in form of direct relief or indirect allowances to businesses and local governments. It said poor households would save $40 a year. A separate analysis by the Environmental Protection Agency said consumer utility bills would be 7 percent lower by 2020 because less energy will be used as a result of efficiency and other provisions in the bill. It estimated the bill's effect on household energy costs between $80 and $111 a year.
