(AHN) - Seeking to act on the administration's energy agenda before the July 4 recess, House Democrats will vote on a controversial climate change legislation on Friday. The House Energy and Commerce Committee last month had approved the American Clean Energy and Security Act by a 33-25 vote. The measure imposes a cap-and-trade system that will require companies to buy carbon emissions permits from the federal government. It also seeks to reduce greenhouse gas emissions by 17 percent in 2020, by 42 percent in 2030, and by 83 percent in 2050. Republicans have said the bill will cost each American family $2,937.38 a year in a decade, and raise power rates by 90 percent. Rural Democrats led by House Agriculture Committee chairman Collin Peterson (D-MN) have also raised concerns that provisions on an offset program providing credits to farmers who use environmentally sound practices would be implemented primarily by the Environmental Protection Agency and not the Agriculture Department. The American Farm Bureau Federation has also warned that many farmers will not gain any credits under the offset program regardless if this is administered by the EPA or Agriculture Department. "Most fruit, potato and vegetable producers will not qualify for offsets," AFBF president Bob Stallman said in testimony before Congress two weeks ago. "Western ranchers whose operations are heavily dependent on the use of federal lands for livestock forage also have limited offset opportunities. Many areas of the West in general that are coal-dependent are also the areas that have limited offset opportunities." "Not all areas of the country are able to productively adopt conservation tillage practices, thus restricting their offset possibilities. Yet these producers will incur the same increased fuel, fertilizer and energy costs as their counterparts." he added. Energy and Commerce Committee chairman Henry Waxman (D-CA) reportedly reached a compromise with Peterson on Tuesday, the same day President Barack Obama emphasized the need to have the climate legislation passed, and thanked both lawmakers for their efforts to do so. "This week, the House of Representatives is moving ahead on historic legislation that will transform the way we produce and use energy in America," Obama said in his fourth press conference. "This energy bill will create a set of incentives that will spur the development of new sources of energy... These incentives will finally make clean energy the profitable kind of energy. And that will lead to the development of new technologies that lead to new industries that could create millions of new jobs in America -- jobs that can't be shipped overseas." "At a time of great fiscal challenges, this legislation is paid for by the polluters who currently emit the dangerous carbon emissions that contaminate the water we drink and pollute the air that we breathe. It also provides assistance to businesses and communities as they make the gradual transition to clean energy technologies," he also said. House Minority Leader John Boehner (R-OH) responded to Obama's remarks with the statement, "It is unfortunate, at a time when millions of Americans are struggling in today's economy, that the President would continue to support a national energy tax that will ship millions of American jobs overseas and force Americans to pay energy costs that he has acknowledged will 'skyrocket.' The House GOP's 'all of the above' energy plan will create more jobs, lower energy costs, and clean up our air and water." Republicans in the House early this month introduced an alternative climate bill, calling the Democratic plan a "Cap and Tax proposal." The Energy Committee says supporters of the bill introduced by Waxman and Environment Subcommittee chairman Edward Markey (D-MA) include BP America, Caterpillar, Conoco, Dow Chemical GE, Johnson & Johnson, Shell and Siemens. Among community and environmental groups, the Natural Resources Defense Council, Nature Conservancy, Sierra Club, World Wildlife Fund, American Lung Association and Center for American Progress have given their support.
