Recount In Atlanta Mayoral Race Begins

Atlanta, GA (AHN) - Election officials in Atlanta on Wednesday began recounting votes cast during last week's run-off elections that had former state Sen. Kasim Reed winning the race by several hundred votes against councilwoman Mary Norwood, who has not abandoned hopes of becoming the city's first white woman mayor.
Under state law, a recount may be held if the margin of victory of a candidate is less than one percent. Norwood requested that ballots be canvassed again after losing in the Dec. 1 contest to Reed by 715 votes.
The recount is being held a day after the inspector general at the office of the Secretary of State issued preliminary findings from its investigation of fraud allegations during the run-off.
A group called Citizens for Fair Atlanta Elections filed a complaint early this week saying 1,300 ballots cast in the election were by voters whose addresses no longer exist. The inspector general said initial findings showed that about 40 people in the list do not appear to have valid addresses.
The inspector general will continue its investigation, but says the Fulton County Board of Elections is also pursuing a separate probe.
Reed's campaign has accused Norwood of being behind the complaint, according to CBS Atlanta. His lawyer, Robert Highsmith told CBS on Tuesday the "baseless" and "disruptive" allegations need to stop.
Early this week, Reed appointed Peter Aman as the chief operating officer of his new administration. The Franklin administration announced last week the resignation of several officials as part of the transition, including Gregory Giornelli as chief operating officer.
A run-off was held in Atlanta because none of the eight candidates in the race to succeed mayor Shirley Franklin in the Nov. 3 non-partisan election took a simple majority. Norwood took first place in that contest, receiving 46 percent of ballots. Reed, who had to compete with six other black contenders, took 36 percent.
Norwood, who was a community activist and executive vice president of Rounsaville Radio Stations before winning her first term in 2001, is seeking to be first white woman mayor of Atlanta, and the first white mayor in 36 years. She appealed to voters during the campaign as the "change" candidate, a characterization not altogether inaccurate because Reed had the support of former Governor Roy Barnes and incumbent officials, including Franklin and City Council President Lisa Borders.
Former vice chairman of the state Senate Democratic Caucus and former campaign manager for Franklin, Reed also received the more official backing in the competition to gain LGBT support. He gained the endorsement of the Stonewall Democrats while Norwood received the support of Kyle Bailey, the former political director of Georgia Equality.
