KATMANDU, Nepal – A general strike called by former Maoist rebels demanding the resignation of Nepal's prime minister shut down the capital for second day Monday as political parties struggled to reach a compromise to end the standoff.
 
Thousands of police in riot gear watched as Maoist supporters demonstrated in the streets of Katmandu, chanting anti-government slogans and demanding that Prime Minister Madhav Kumar Nepal step down to allow a Maoist-led coalition government to take power.
 
Protesters briefly threw stones at police, injuring four, at the northwestern edge of the city, police chief Ramesh Kharel said. Police retaliated by firing tear gas and shooting in the air. No protesters were injured and the situation was brought under control, he said.
 
Highways were deserted and schools, markets, factories and businesses were shuttered. Only government offices were open, and their employees had to walk to work.
 
Leaders of the three major political parties _ the Maoists, Nepali Congress and the prime minister's Communist Party of Nepal (United Marxist Leninist) _ met until late Sunday but failed to reach an agreement to end the stalemate.
 
"We have made progress and will meet again on Monday for further talks," said Jhalnath Khanal of the prime minister's party.
 
The Maoists have the largest number of seats _ although not a majority _ in the Constituent Assembly and claim they have the greatest support among the population. They have been seeking to oust the government for months, although this is the first time they have called an indefinite general strike during that period.
 
Thousands of Maoist supporters went through neighborhoods in the capital demanding that people close their shops. The group has been known to use violence against those who defy their strike calls.
 
On Saturday, Maoists staged a large rally in Katmandu, but the prime minister refused their demand that he step down. He said the Himalayan country's political crisis should be resolved through dialogue.
 
The standoff has raised fears of renewed violence in Nepal, where the Maoists ended their decade-old insurgency and joined a peace process in 2006. They won elections in 2008 and briefly led a coalition government, but a dispute over the army chief's firing split the coalition.
 
The latest crisis comes at a time when Nepal is struggling to draft a new constitution by a May 28 deadline, when the term of the Constituent Assembly _ which is to draft the charter _ elected in 2008 expires.
 
At least 13,000 people died during the Maoist rebellion. Since ending their insurgency, the Maoists have confined their fighters to U.N.-monitored camps.
