Karzai made the remarks just days after US President Barack Obama made his first visit to Kabul since taking office and invited the Afghan head of state for talks at the White House. It was interpreted by analysts as a clear message to Karzai that Obama expects him to act on promises to eradicate corruption and on his return to the US president said progress in Afghanistan was "too slow". Karzai's once close relationship with the United States and other allies, whose 126,000 NATO and US-led troops help his government contain a raging Taliban insurgency, was compromised over his re-election last year. "There was fraud in presidential and provincial council elections -- no doubt that there was a very widespread fraud, very widespread," Karzai told a meeting with Afghan election commission workers in Kabul. "But Afghans did not do this fraud. The foreigners did this fraud," he told staff whom he thanked for their work "under extreme conditions". He singled out former UN deputy head of mission, Peter Galbraith, who was sacked after a row with his boss on how to handle vote irregularities, and the head of the EU election observation mission to Afghanistan, Philippe Morillon. Contacted by AFP, spokesmen for the EU and UN missions in Kabul said they had no comment over Kazai's allegations. Karzai, using strong language, at one point accused Galbraith of threatening a senior election official with harsh consequences, should he announce electoral results in Karzai's favor. "You'll be digging your grave by your own hands, should you announce the results," Karzai quoted Galbraith as telling chief electoral officer Daud Ali Najafi, who apparently informed the Afghan president of the incident. Galbraith had previously said that as much as 30 percent of the Karzai vote was fraudulent while the EU observation mission branded 1.5 million votes cast in the election "suspicious" and refused to be party to any "massive fraud". "The United Nations, the United Nations office of the deputy (UN representative) had become the focal point for fraud," Karzai said. Karzai accused "some embassies" -- which he did not identify -- of trying to bribe electoral commission members by trying to give them armoured vehicles. The outburst came a day after Afghan lawmakers delivered a rare rebuke against Karzai, voting against his amendments to a law banning non-Afghans from a UN-backed watchdog that was integral to exposing last year's fraud. The Afghan president on Thursday criticised the parliament vote and defended his move to "Afghanise" the electoral process. Karzai was heavily criticised in the West after amending a law in February to give himself full control of the Electoral Complaints Commission, stripping the United Nations of authority to pick three of its five members. The ECC, which also had two Afghan members, declared half a million votes cast for Karzai in the August 20 election invalid. The significance of the vote in parliament was not immediately clear. Karzai's chief spokesman has already said that Karzai had agreed to let two non-Afghans join the watchdog ahead of parliamentary elections due September. The president was declared re-elected for a second five-year mandate after former foreign minister Abdullah Abdullah pulled out of a run-off. He was sworn back into office on November 19, vowing to crack down on corruption. Karzai admitted he was under pressure from "foreigners" to fire election chiefs and hinted that he might replace Azizullah Lodin, the election commission chief and his number two, Najafi before the legislative polls. "Every day my dignity as the president is being attacked," he said. Western allies have put huge pressure on Karzai to tackle corruption, combat drugs, crime and the influence of notorious warlords in the government. The UN mission in Kabul was also heavily criticised in Afghanistan and abroad for the way it dealt with the emergence of major electoral fraud. Its then mission chief, Kai Eide, stepped down last month.
