ShareThis June 28, 2010 3:30 p.m. EST Topics: science and technology, computing and information technology, telecommunication service, IT/computer sciences, economy, business and finance, United States Tejinder Singh - AHN News Correspondent Washington, DC, United States (AHN) - President Barack Obama signed a memorandum on Monday committing the government to provide 500 megahertz worth of new broadband spectrum, freeing up unused frequency spectrum for use in expanding wireless broadband. The memorandum directed the National Telecommunications and Information Administration (NTIA), in collaboration with the Federal Communications Commission (FCC), to make available 500 MHz of federal and nonfederal spectrum over the next 10 years, suitable for both mobile and fixed wireless broadband use. According to a senior government official, the administration would let both the public and private sector players decide on their own to identify and release parts of the spectrum that they want to let go. The official said there was no official estimate of potential auction revenues from the plan. The government projected that the effort will nearly double the amount of commercial spectrum currently available for everything from smart phones to wireless broadband connectivity for laptops to new forms of “machine-to-machine” communication. The actual amount will depend on effective implementation and additional design details, but based on past auctions, many analysts believe the revenue potential could reach in the tens of billions of dollars, the official said. The National Association of Broadcasters (NAB) released a statement welcoming the spectrum reallocation proposals. NAB Executive Vice President Dennis Wharton said in the statement, “Expanding broadband is important, and broadcasters will work constructively with policymakers to help them attain that objective. "We appreciate FCC assurances that further reclamation of broadcast television spectrum will be completely voluntary, and we're convinced that America can have both the finest broadband and broadcasting system in the world without jeopardizing the future of free and local TV service to tens of millions of viewers,” Wharton added. "We also believe the first priority of Congress ought to be passage of spectrum inventory legislation that identifies fallow spectrum or companies that may be 'warehousing' the airwaves," he said. Details of the policy emerged as Lawrence Summers, director of the National Economic Council, later addressed an audience at the New America Foundation and reiterated earlier comments from officials saying that the government will look for available spectrum. Summers outlined the plan as: “First, the government will examine how we are currently using spectrum and identify areas for improvement, consolidation, or sharing. To that end, we are pursuing a separate fast-track process to identify a down payment of specific bands of spectrum that could be freed up. "Second, we will encourage commercial spectrum holders to avail themselves of opportunities to transition their uses if there are more efficient possible uses of their spectrum.” “Stations that volunteer to participate would receive a portion of the auction proceeds, and business and consumers would gain from faster and more diverse networks,” Summers noted. Summers listed the president’s four-part spectrum plan as follows: Identify and plan for the release of 500 MHz of spectrum Provide new tools and new incentives to free up spectrum Redeploy the spectrum to high-value uses. Use the auction proceeds to promote public safety and job-creating infrastructure investment. Summers did not have any official estimates on how much money spectrum auctions would yield, saying, “The actual amount will depend on effective implementation and additional design details." “We propose reinvesting these revenues in making Americans safer and in fostering additional economic growth,” Summers added. Summers concluded with “A final thought.
