A spokeswoman for India's top federal investigative agency, the Central Bureau of Investigation (CBI), said A. Raja's residences in the capital New Delhi and in his constituency in the southern state of Tamil Nadu were searched. Raja, who was forced to resign last month, is accused of changing bidding rules to favour selected companies, many of which were ineligible to compete for the lucrative second-generation (2G) mobile phone licences. The licences were sold in 2008 at cut-price rates that denied the treasury up to 40 billion dollars in lost revenue, according to the national auditor. Some 14 raids had been carried out Wednesday in connection with "irregularities" in the awarding of the licences, including at the premises of Raja's personal secretary and several top former telecom bureaucrats. CBI spokeswoman R.K. Gaur said the searches had "yielded recovery of incriminating documents" and added that "searches are still going on". The scandal, which could prove to be the biggest corruption case in India's history, has engulfed the Congress-led ruling coalition and is seen as one of the government's most serious setbacks since it came to power six years ago. In a campaign for a cross-party investigation, the main opposition parties stalled parliament for a 19th working day on Wednesday since the latest session began in November. The government has refused to agree to the opposition's demands, saying investigations by the CBI and state anti-corruption bodies are already enough. "The raids have strengthened the need for a joint party probe into the 2G spectrum scam. They show there was massive corruption," Communist Party (Marxist) leader Sitaram Yechury told reporters in New Delhi. "There is a need to find out how the system has been manipulated and how can we improve it in the future," he said. Raja belongs to a regional party that is key to ensuring the Congress alliance's majority in parliament, prompting accusations that Prime Minister Manmohan Singh delayed acting against him following the 2G sell-off. Kapil Sibal, who took over as communications minister, told reporters the government had no comment on the raids, but said the investigation was "being done in a transparent fashion". Raja has denied any wrongdoing. In another development, the Supreme Court urged the widening of the probe, saying it should also include the awarding of 2G licences in 2001. The issues raised "have a much wider compass", the court said. Raja, speaking through his lawyer in the Supreme Court, complained last week that he had been found guilty without trial and said he was only following procedures laid down in the 2001 awarding of mobile licences. "I stand condemned, charge-sheeted, tried and convicted by the media," Raja said in his statement. He could not be reached for comment on the police raids on Wednesday. Finance Minister Pranab Mukherjee admitted last week that the government did not know how to resolve the stand-off, which has been led by the Hindu nationalist Bharatiya Janata Party. The opposition action could scupper the entire winter parliamentary session, which finishes on December 13.
