The communist party conference -- the North's most important political gathering in three decades -- was slated for the first half of September but South Korean officials said there are no signs it has got under way. Senior North Korean officials have told international agencies in Pyongyang that the delegates' meeting has been delayed because of floods and a typhoon, Seoul's Yonhap news agency quoted a source as saying. Authorities were also mindful that a major gathering at this time could stir resentment among flood victims awaiting help, Yonhap said. It said there was no word on when the meeting would take place. Official media in the secretive state has given no hint of a starting date. But the North's news agency said Wednesday that dozens of people were killed by Typhoon Kompasu which hit the peninsula on September 2. The storm also destroyed 8,380 homes and 230 public buildings and severely damaged farmland, roads, railways and power lines, the agency reported. Last month the impoverished North was hit by floods which wreaked severe damage in some border areas near China and caused an unspecified number of deaths. South Korea's government said Wednesday it has approved a plan by local groups to send flood relief aid to the North, the second such announcement this week amid an apparent thawing in frosty cross-border relations. Related article: South Korea approves more flood aid for North Korea The Unification Ministry said it approved requests to send supplies worth a total of 2.24 billion won (1.2 million dollars) including 203 tons of rice. On Monday the South's Red Cross said it would send supplies worth 10 billion won, including rice, cement and instant noodles. The conference is expected to put a new leadership line-up in place, spell out possible policy shifts and pave the way for an eventual succession from top leader Kim Jong-Il, 68, to his youngest son Jong-Un. Kim suffered a stroke in August 2008 and has reportedly been speeding up succession planning since then. The North has said only that the meeting would start in the first half of September to elect the "highest leading body" of the Workers' Party of Korea. Seoul's unification ministry, which handles cross-border issues, said it was watching closely for any signs of what spokesman Chun Hae-Sung called "a major political event". "So far, there is no media report from North Korea regarding the delegates' meeting and we have detected no signs of the opening of the event," he said. A posting on the website of a state-controlled North Korean university appears to confirm that a gradual succession process is under way. "Only when the successor to the leader is selected properly can the leader's ideas and revolutionary exploits be firmly maintained and successfully developed," said the post on the website of Kim Il-Sung Broadcasting University. The posting early this month on www.ournation-school.com, written in the form of a question and answer, also said the successor must establish exclusive authority to avoid possible political turmoil. "It is not everyone who can be a successor to the leader nor can anyone carry out the important tasks of a successor," it said. "This seems to be a feeler North Korea is putting out to see how its young people will see the father-to-son succession," Yang Moo-Jin of Seoul's University of North Korean Studies told Yonhap.
