Schwarzenegger urges US Congress on trade pacts

SEOUL (AFP) - – Californian Governor Arnold Schwarzenegger urged the US Congress Wednesday to ratify stalled free trade agreements including one with South Korea if it wants to start "putting people back to work".
He was speaking in South Korea, the third and final leg of an Asian trade mission.
The governor said the pacts with Colombia, Panama and South Korea had been "gathering dust" in the halls of Congress for more than three years.
In his State of the Union Address, he said, President Barack Obama had pledged to double US exports in five years.
"This is music to my ears. I commend the president for his words and for his vision and for his action. Now we need some action from Congress," Schwarzenegger said.
Together, the three free trade agreements could boost US exports by 10 billion dollars and create tens of thousands of new jobs, he said.
"What are they waiting for? We're sending our representatives to Washington... to do some work."
Schwarzenegger, in a speech to members of the American Chamber of Commerce, said ratification of the pacts would bring increased exports, production and investment, all of which create jobs "at a time when we need them most".
"So I say to Congress, if you are for jobs, and if your number one priority is stimulating the economy, if you believe in economic freedom, then approve those free trade agreements so we can start putting people back to work -- not next month, not next year, but right now."
Then-president George W. Bush completed negotiations in 2007 on the US-South Korea agreement, which would be the largest for the United States since the 1993 North American Free Trade Agreement with Canada and Mexico.
But the Democratic-led Congress has not taken up the pact. Lawmakers -- including Obama, when he was a senator -- contended it did not give enough access for US cattlemen and carmakers to Asia's fourth largest economy.
California is the number one US state for exports to South Korea. The Korea Economic Institute has estimated the free trade pact would increase the state's exports to Korea by 1.72 billion dollars annually.
The former Hollywood actor has vowed to be "salesman in chief" for recession-hit California during his Asian tour, which earlier took in China and Japan.
