France warns motorists against panic-buying fuel

PARIS (AFP) - – France's government on Thursday urged drivers not to rush to the petrol pumps, insisting stocks will last despite the shutdown of refineries by a strike against President Nicolas Sarkozy's pensions reform.

"There will be no shortage of petrol at the pump," said Transport Minister Dominique Bussereau on LCI television. "We have as much as we need for at least a month."

There were scattered reports of panic buying causing tail-backs at filling stations and local shortages on Wednesday when strikes shut down 70 percent of France's refining capacity.

"If there is no more panic buying, we have all we need to get by," Bussereau said. "Above all I say to motorists: do not run to fill up your tank or your petrol supplies, you do not need to."

On Wednesday, eight of France's 12 refineries were in the course of shutting down operations -- a process that can take 48 hours to complete -- and another three saw their output severely disrupted by strike action.

Officials insist the depots are full, but at least one was also disrupted on Thursday. Dozens of protesters used vehicles to block a depot in Bassens, north of Bordeaux, police and the CGT union said.

The chairman of the oil industry association, Jean-Louis Schilansky, said on Wednesday that France's fuel depots had enough stocks but warned that "If the situation continues as it is now, we'll have to take a serious look at the problem of strategic stocks."

There were dozens of follow-on protests on Wednesday, a day after a massive nationwide protest brought more than a million workers and students into the streets, with workers in refineries and some other sectors prolonging their strikes.

Unions were due to meet on Thursday afternoon to discuss their next move. The government has refused to budge on the reform, key parts of which have already been definitively passed by the Senate.

Disruption in some other sectors eased further on Thursday. Public transport in Paris running as normal, but state rail company SNCF said national services were disrupted for the third day in a row, with four in 10 high-speed trains running from Paris.

Sarkozy has vowed to push through the reform, which would raise the standard retirement age from 60 to 62, part of efforts to rein in France's public deficit. The bill is a key part of his agenda as he is expected to run for re-election in 2012.

Unions and the Socialist opposition object that Sarkozy is making workers pay an unfair share of the bill for the financial crisis and have made alternative proposals for funding the deficit.

Unions pledged more protests on Saturday. Bernard Thibault, leader of the CGT, said they were "looking for new ways to pressure the government."

Lawmakers said the Senate debate on the law has been prolonged until October 20. The government hopes to see the law passed by the end of the month.
