Iraqi Military Intelligence Pessimistic As Government Under Construction

Washington, D.C., United States (AHN) - All the interested nations including the United States hailed the formative steps taken over the past couple of days, by Iraqi political parties but there was still pessimism in Iraqi military intelligence circles, citing lack of written agreements across the political spectrum.
According to a senior Iraqi military intelligence officer the offer from the President of the Republic to Nuri Maliki to form the government made him the prime minister designate and he would have to do so within next 30 days.
The president asked Maliki to do so verbally on Thursday, whereas the Constitution requires him to do so in writing within 15 days of his own election according to the officer who couldn’t confirm as to whether this written request was followed up or not.
Citing the case of Kurds, the Iraqi military intelligence officer, on condition of anonymity told AHN over the weekend, that it would be not possible for Maliki to “backtrack from whatever the Kurds may think was promised to them.”
Mincing no words, the officer said, “In short, whatever is currently being hailed, nearly universally, in this office's assessment is setting the new government up for serious infighting, inertia and subsequent collapse.”
The local media reports strengthened this precarious position of Maliki, with remarks by Kurds as for having worked from their kingmaker’s position, they were eyeing practical benefits, which would include grabbing some key influential government positions.
The sources reiterated that this was getting murky and would complicate the process in which Maliki is supposed “to form a government in 30 days” time as all three principal parties, the prime minister designate, Kurdish President Massoud Barzani, and the head of Iraqiya, Iyad Allawi were currently “engaged in brinkmanship, the one side bluffing the other.”
Allawi did start the damage with his remarks broadcast on an American media outlet on Friday against the success of a coalition government, showing that, “the stakes were high, the risk of miscalculation great, as efforts continue to marginalize one side over the other.”
Reports from Kurd circles cited Barzani, president of the federal region of Kurdistan, boasting his initiative to broker a deal with Thursday's session of the Iraq's assembly in which Jalal Talabani, a Kurd, was re-elected president.
There was also talk of Maliki agreeing to nearly 19 demands of Kurds including an autonomous region of Kurdistan with political, economic and military power.
Moreover, leaked Iraqi intelligence assessment documents obtained by the AHN, raised serious questions like where was the “written agreed-upon coalition document, signed by the parties,” and “where was the agreement with Kurds in writing.”
Calling it a “meeting of the minds,” the Iraqi intelligence documents asked, “what was agreed to - by whom and to be implemented by when?”
The United States, however, seemed eager to push for the formation of a government saying that, “This is exactly what we’ve been patiently encouraging the Iraqi leaders to do for many months.”
Addressing journalists at the daily briefing on Friday, PJ Crowley, the State Department spokesman said, “This is a credible Iraqi-led process. The leaders of the various factions all have a major role to play in the Iraqi Government. That is important.”
The question of Kurds asking for a referendum on Kirkuk according to Article 140 was branded as part of “unfinished business in Iraq,” by Crowley who added that the major “decisions require a government to address, and that has been our message to Iraq for several months and we’re happy to see a government being formed.”
“It reflects the will of the people. It will have the support of the Iraqi people and then can begin to address some of the major issues that still have to be resolved inside the Iraqi political system,” Crowley hoped.
The Iraqi intelligence official, however continued “to have concerns that what can at best be considered a tentative meeting of minds could readily unravel over serious substantive, personnel and procedural issues.”
