(AHN) - The White House gained a victory late Tuesday when the Senate voted to pass an amendment capping the production of F-22 fighter jets. President Barack Obama last week threatened to veto his own 2010 Defense Appropriations bill after lawmakers included funds to make more of the jets despite a recommendation from the Pentagon that the money can be used to buy F-35s, which are newer model jets. Senators voted 58-40 to adopt an amendment from Sen. John McCain (R-AZ), Obama's Republican presidential rival and the ranking minority member of the Senate Armed Services Committee, and Sen. Carl Levin (D-MI), Armed Services chairman, striking out a provision adding $1.75 billion to the budget for seven F-22s in addition to the 187 the Pentagon already has. The Armed Forces panel last week had voted to approve a 2010 defense budget that continued procurement of the jets. Passage of the bill was followed by a statement from the White House that the President would veto a defense appropriations bill that disrupts the F-35 program. The vote on the amendment did not go along party lines, with Sens. Jim DeMint (R-SC) and Senate Minority Whip Jon Kyl (R-AZ) joining Sen. Kirsten Gillibrand (D-NY) and Assistant Majority Leader Dick Durbin (D-IL) in support of the measure. Senate Minority Leader Mitch McConnell (R-KY) voted against along with Sens. Barbara Boxer (D-CA) and Dianne Feinstein (D-CA), both Democrats from California, where the maker of F-22s has a plant and a number of suppliers that provide jobs. Many lawmakers want to continue with the F-22 program due to concerns that not doing so may raise national security risks at a time when there are increasing threats from hostile nations. They are also concerned about losing jobs in states that have suppliers for Lockheed Martin just when the national unemployment rate is at 26 -year high of 9.5 percent ---- and over 10 percent in 15 states including the nation's capital. Sen. Chris Dodd (D-CT), who led the approval of Obama's healthcare bill in the Senate Health Committee, voted against stopping procurement of F-22s. He warned in a statement that doing so will "harm our economy and industrial capability, stifle our global competiveness, and place our national security at risk." But the President said he was "grateful" to lawmakers for the vote. "As Commander-in-Chief, I will do whatever it takes to defend the American people, which is why we've increased our funding for our military, and why we will always give our men and women in uniform the equipment and support that they need to get the job done," Obama said at the White House. "But I reject the notion that we have to waste billions of taxpayer dollars on outdated and unnecessary defense projects to keep this nation secure." Defense Sec. Robert Gates last Thursday warned against spending for additional F-22s, following threats from President Barack Obama that he'd veto his own bill if Democratic lawmakers include such a provision in the 2010 Defense Appropriations bill. "Preparing for conflict in the 21st Century means investing in truly new concepts and new technologies," Gate said in a speech before the Economics Club of Chicago. "It means taking into account all the assets and capabilities we can bring to the fight [and] measuring those capabilities against the real threats posed by real world adversaries." "The F-35 is 10 to 15 years newer than the F-22, carries a much larger suite of weapons, and is superior in a number of areas - most importantly, air-to-ground missions such as destroying sophisticated enemy air defenses,' Gates added. "It is a versatile aircraft, less than half the total cost of the F-22. The F-22 is clearly a capability we do need --- a niche, silver-bullet solution for one or two potential scenarios... to be blunt, [it] does not make much sense anyplace else in the spectrum of conflict." In April, Gates had presented a 2010 budget to Congress that recommended halting the F-22 Raptor procurement at 187, and using the savings to increase investments from $6.8 billion to $11.2 billion for the F-35 Joint Strike Fighter program. The Senate vote comes a day before the House Appropriations Committee convenes to mark up their version of the 2010 budget. The House panel's Subcommittee on Defense last week had approved a bill that called not for seven but 12 more F-22s, adding $369 million above the Pentagon's budget request. In June, the another panel, the House Armed Services Committee, had passed a budget by a vote of 389 to 22 that similarly adds 12 F-22s.
