ADVERTISEMENT Pakistan said it was asking the United States to transfer technology to allow Islamabad to carry out the unmanned aircraft on its own, saying it would remove a major irritant between the allies. The foreign ministers of Pakistan and Afghanistan met for a three-way dinner Wednesday with Secretary of State Hillary Clinton ahead of talks on Thursday which form part of a major policy review by the new US administration. President Barack Obama has vowed a new focus on fighting extremism in Pakistan and in neighboring Afghanistan, where he is deploying 17,000 extra troops, as he winds down the US involvement in Iraq. Ahead of the talks, Pakistani Foreign Minister Shah Mehmood Qureshi said he already raised with Clinton concerns about US drones that have killed wanted Al-Qaeda militants but also numerous civilians. US authorities "have to review the strategy vis-a-vis the drones," Qureshi told PBS public television on Wednesday. "They have carried out some successful strikes and taken out some high-value targets," he said. But he added: "If you want to win this fight we cannot do it by military means alone. You've got to have the people of the area, the people of Pakistan, with us and these drones alienate the people." Qureshi called for the United States to give Pakistan the technology to carry out drone attacks, saying it would resolve disputes on sovereignty. He also acknowledged that Pakistan had concerns that it would suffer the aftershocks from the boost in US troops in Afghanistan, amid concerns that militants would cross the porous border. But Pakistan has come under growing criticism in Washington among lawmakers who accuse the nation's military and intelligence services of doing too little to stop the movement of extremists. Obama, delivering his first address to a joint session of Congress on Tuesday, listed the review of strategy in Afghanistan and Pakistan as one of his top foreign policy priorities. "With our friends and allies, we will forge a new and comprehensive strategy for Afghanistan and Pakistan to defeat Al-Qaeda and combat extremism," Obama said. "I will not allow terrorists to plot against the American people from safe havens half a world away." Senator John McCain, Obama's rival in last year's election, said that the United States should not only be boosting troops but looking at drastically expanding the size of the Afghan military. "When you aren't winning in this kind of war, you are losing. And, in Afghanistan today, we are not winning. Let us not shy from the truth, but let us not be paralyzed by it either," McCain warned. At the same time, "the scale of resources required to prevail will be enormous and the timetable will be measured in years, not months." Another top senator, John Kerry, appealed for an urgent boost to Western aid to Pakistan. Kerry, the failed 2004 presidential candidate of Obama's Democratic Party, warned that "time is running out" to help the civilian government in the Islamic world's only declared nuclear power. "There is still time for us to be able to help the new civilian government, turn around its economy, stabilize the political system, and address the insurgency" festering in tribal lands on the Afghan border, Kerry said. Relations have improved between Islamabad and Kabul after last year's installation of civilian President Asif Ali Zardari. He replaced military ruler Pervez Musharraf, a close ally of former US president George W. Bush.
