Bush's "surge strategy," which helped bring stability to the country. Republicans like Obama's opponent in the 2008 presidential race, Sen. John McCain, R-AZ, said the situation in Iraq should be considered a victory. He told his Senate colleagues, "Let us have no crisis of confidence now. Instead, let us welcome home our fighting men and women - not just thanking them for serving in Iraq, but congratulating them on bringing us victory there," the BBC reported. Obama's plan is to bring more than half of the 142,000 troops serving in Iraq now home by 2010. Combat operations by U.S. forces would end then, and about 50,000 troops would remain until the end of 2011 to advise the Iraqi military and protect U.S. interests in the region. A spokesman for Iraq Prime Minister Nouri al-Maliki said many regions in Iraq are now controlled by mainly Iraqi troops, and they have shown that they have the capability to maintain order and control their own security. Obama's plan has drawn criticism from congressional Democrats, like House Speaker Nancy Pelosi, D-CA, who say they are troubled that up to 50,000 U.S. troops would remain in Iraq through 2011. The Washington Post reported that Obama's decision was reached after talking with top U.S. commanders.
