ADVERTISEMENT US Treasury Secretary Timothy Geithner's much anticipated plan -- which could total some two trillion dollars -- came as a major disappointment to those seeking a vision to rehabilitate an ailing financial sector and get credit flowing again. David Kotok at Cumberland Advisors said the Treasury chief "gave only sketchy details that would help clarify the program." "His speech was purposefully vague. Markets and the country want clarity, transparency and reliability," Kotok added. "Instead, they got promises it would be forthcoming but they did not get facts and details that would substantiate it." Brian Bethune, economist at IHS Global Insight, also said the Geithner plan failed to impress. "The bottom line from the Geithner speech is that it was too general, and it lacked the specifics needed for it to be credible," Bethune said. Bethune said Geithner's comments were "directed to mainly a technical audience from a key administration technocrat." Wall Street went into panic mode, as the Dow Jones Industrial Average plunged 4.6 percent and investors flocked to safe-haven Treasury bonds. "The market seemed enthusiastic about the prospect of restoring order to the financial markets. However, when Geithner's scheme turned out to be remarkably light on details, traders reacted with pure angst," said Elizabeth Harrow at Schaeffer's Investment Research. The centerpiece of the plan is a public-private partnership aimed at soaking up toxic assets clogging the financial system. It also involves new efforts to boost consumer lending, limit home foreclosures and provide new capital for banks. Geithner said the plan would "bring the full force of the United States government to bear to strengthen our financial system so that we get the economy back on track." The much-anticipated announcement represented President Barack Obama's plans for the second portion of the 700-billion-dollar Troubled Asset Relief Program approved last year by Congress. The American Bankers Association lauded the plan. ABA president Edward Yingling called it "a comprehensive, yet flexible plan that can restore confidence in the markets. We are pleased they took the time to address the stress in the financial markets in a coordinated way." The Financial Services Roundtable also praised the plan as "bold and large enough to address the problem." "By helping banks, small business, and consumers, it speeds targeted relief to all sectors of the economy," the industry group said. The key element of the new initiative will be a public-private investment fund started with 500 billion dollars "with the potential to expand up to one trillion dollars," to help cleanse the banking system of toxic real estate assets. But this portion of the plan -- presumably to fill the role of an aggregator or "bad bank" to rid the system of toxic assets -- remained vague, leaving analysts perplexed. "I do not begin to understand how this private-public plan will work," said Robert Brusca at FAO Economics. "Moreover, (mortgage finance giants) Fannie Mae and Freddie Mac failed precisely because of their public-private identity crisis." Another element will be additional capital injections into banks, which would be placed in a so-called Financial Stability Trust. Additionally, the Treasury and Federal Reserve will expand a program to boost lending for mortgages and other consumer and business loans to up to one trillion dollars. The new effort also commits 50 billion dollars to prevent "avoidable foreclosures" of owner-occupied homes by helping to reduce monthly payments for middle-class families. Geithner said President Barack Obama had ordered "a comprehensive plan to address the housing crisis" that would be announced "in the next few weeks." Yet this part of the plan too was assailed for a lack of specifics. "We will not effectively stabilize the nation's banks and financial system until we stop the wave of foreclosures that continues to drive down the economy and harm millions of families," said Michael Calhoun, president of the nonprofit Center for Responsible Lending. "We understand that Treasury Secretary Geithner will soon outline a plan to help prevent foreclosures. We eagerly await this plan." But a positive note came from Ian Shepherdson, chief US economist at High Frequency Economics, who said the measures should help. Despite various objections on political grounds, he said "the key point of is that banks will be healthier tomorrow than they are today as a result of these proposals."
