At least one-fifth of the orders have not been served on the abuser. However, Illinois State Police said only 19 percent of the almost 28,000 active orders of protection have not yet been served. The court order is one of the most powerful tools domestic violence victims could stop further abuse, but it must have been service for violators to face court discipline. A spokesman of the Cook Country sheriff acknowledged that for the county, 20 percent of the orders have not been served because of insufficient information on some orders. There are some instances when there is no proof that the order had been served to the abuser. Illinois laws list eight types of abuses that qualify the filing of a petition for Order of Protection. These are: harassment, stalking, physical abuse, exploitation, interference with personal liberty, intimidation of a dependent, neglect and willful deprivation. Aside from the complaint about unserved orders of protection, the Illinois Coalition Against Domestic Violence have also complained of dwindling state and federal funds for domestic violence victim service providers since 2003. This has result in the closure of satellite offices in many rural counties. In Illinois of 102 counties, 27 no longer have services for domestic violence victims.
