Joe Manchin on Tuesday. The Democratic Senate candidate early this week began running an ad pledging his opposition to the administration's climate change legislation. A minute-long radio spot from the National Republican Senatorial Committee features a statement from Manchin saying he supports the administration's healthcare reform legislation, which an announcer in the ad calls "the trillion-dollar government takeover of healthcare that gutted Medicare, raised costs, and put your health care decisions in the hands of bureaucrats." The GOP also has a Web ad comparing recent statements from Manchin to his previous praise of the White House and Democratic congressional leaders, a clear effort by Republicans to tie the popular governor to a ruling party facing declining approval because of continuing economic uncertainty. The state Republican Party also took out full-page ads in local newspapers warning, "A vote for Manchin is a vote for Obama." The governor has been qualifying his support for the healthcare bill, saying he will seek to repeal some parts of it. He also ran a new television ad this week assuring voters of his independence from his party. In the 30-second spot, the governor touts his endorsement from the National Rife Association and assures voters he'll protect Second Amendment rights. "I'll take on Washington and this administration to get the federal government off of our backs and out of our pockets," Manchin says. "I sued the EPA and I'll take dead aim at the cap-and-trade bill," he adds while loading a rifle and shooting at a copy of the Democratic climate change legislation, which critics say would hurt the coal mining industry in the state. Manchin currently has a slight lead over businessman John Raese, 48 percent to 45 percent, in a Public Policy Polling released Tuesday. The Democrat has a 68 percent job approval rating. In contrast, Raese is viewed favorably by 39 percent of voters and unfavorably by 46 percent. Fifteen percent are unsure of what to think of the Republican, a former chair of the state GOP who waged two previous Senate campaigns. A Fox poll last week had Raese ahead, 48 percent to 43 percent. He also led Public Policy Polling's survey last month by 3 points. Manchin, 62, is a former secretary of state who is on his second term as governor. Elected chairman of the National Governor's Association this summer, he won each of his two gubernatorial elections with 69 percent and 63 percent of the vote. However, he is running in an election year filled with anti-incumbent sentiment. The special election is for the Senate seat of the late Robert Byrd, who died earlier this year.
