The top court has been locked in a standoff with the administration since last December, when its judges ruled to scrap an amnesty that had allowed Zardari and 8,000 other people to escape possible corruption charges. The court says that with no amnesty now in place, the government must proceed with all corruption cases, including a multi-million-dollar money laundering case against Zardari in Switzerland that remains on hold. But the government has so far stalled on the court's request to send a letter to Swiss authorities to reopen the case and to progress all other corruption cases, and judges Wednesday criticised the government's inertia. "We are not satisfied, the order has not been complied with and a progress report has not been prepared as per the requirement," said Chief Justice Iftikhar Mohammad Chaudhry during remarks to the court. However the Supreme Court gave government lawyers more time to submit a fresh progress report and allowed them to appoint new counsel, saying they could have until the week beginning November 1 to prepare for a new hearing. "Both parties mutually agreed for postponement of the hearing until the week commencing from November 1, 2010," said Chaudhry in a court order on Wednesday. The Supreme Court will also then rule on a petition filed by Zardari's administration to overturn the decision to scrap the amnesty. Political analyst Hasan Askari said that if the scrapping of the amnesty is confirmed by the court, the government's lawyers are likely to plead presidential immunity to prevent Zardari's case in Switzerland being reopened. A Swiss prosecutor has said that would be "impossible" to proceed with the prosecution while Zardari is head of state. A separate petition has been lodged with the court challenging Zardari's right to the presidency, because if the amnesty was overruled it means he broke election rules by standing for president while being investigated on criminal charges. Any member of the public may lodge a corruption case in Pakistan. "The Supreme Court looks like it's in the mood for getting him... If you look at the facts it seems that the Supreme Court's targeting Zardari," Askari said. The Supreme Court is pitched against the government in the long-running courtroom drama aimed at bringing corrupt politicians to justice. The wider case deals with thousands of corruption allegations lodged over several years during the administrations of Nawaz Sharif in the late 1990s, and later General Pervez Musharraf -- with many claims now more than a decade old. The amnesty was passed in October 2007 by then-president Musharraf, who was under international pressure to hold democratic elections and end about eight years of military rule. Interior Minister Rehman Malik and Defence Minister Ahmed Mukhtar are among more than 30 politicians who had cases against them withdrawn under the amnesty. Beneficiaries also include top government officials and some ambassadors. The amnesty covers 3,478 cases ranging from murder, embezzlement and abuse of power to write-offs of bank loans worth millions of dollars. Zardari is deeply unpopular and his government has come under mounting pressure, from the court as well as from a largely critical domestic media. The economy is in tatters, Taliban militants pose a serious threat in parts of the northwest and catastrophic floods have left the government unable to cope, with 21 million people affected. Zardari became president in 2008 after his wife, former prime minister Benazir Bhutto, was assassinated in December 2007. He previously spent two stints in jail totalling 11 years between 1990 and 2004 during trials on 17 charges ranging from corruption to murder, but he was never convicted and was finally released in 2004. Zardari's term in office is due to end in 2013, although few Pakistani civilian governments complete full terms.
