Symbolically, the timing was a tad off. After two years of more or less standing firm while markets elsewhere floundered, China's share markets are feeling some pain of their own, as investors react to policies aimed at cooling surging housing prices _ and to growing uncertainties over how big, bad and messy the fallout will be from the European financial crisis. The benchmark Shanghai Composite Index has bounced past one-year lows, shedding about 20 percent since the beginning of the year despite the economy's nearly 12 percent expansion in the first quarter. Last year, the share index gained 60 percent, far outperforming many other markets as China weathered the global crisis with just a brief slowdown. But now, even with the economy back to double-digit growth rates, analysts say there is no sign of a rebound in sight. Meanwhile, a stock exchange meant to nurture small and high-tech enterprises, modeled on the U.S.-based Nasdaq, is viewed as precariously overvalued, with companies trading at 64 times earnings per share on average. "No one can tell where exactly China's economy will go, and too many uncertainties, like a cloud of suspicion, hang over the market," said Chen Haifeng, chief investment officer at Capital-Edge Investment & Management Co., a leading local stock and hedge-fund investment company. The weakness in China shares forebodes deeper troubles, some economists say. China's markets in Shanghai and the southern boomtown of Shenzhen are relatively isolated from those elsewhere. Apart from a few "qualified foreign institutional investors" the main local currency-denominated "A shares" are traded only by Chinese. So while ups and downs elsewhere are sometimes mirrored by China's markets, and gyrations in Chinese shares can also exert a push or pull on world shares, in the longer term they seem to march to their own drum beat. With Chinese interest rates lagging behind the inflation rate, investors desperate to find other ways to make their money work for them have limited options _ generally property, shares and speculative investments in commodities. In the past year or two prices of garlic, pu-erh tea and red peppers have surged as investors played those markets. Last year, as China's economy reaccelerated thanks to a 4 trillion yuan ($586 billion) stimulus package and massive bank lending, the market took off. Money flooding into shares and property drove prices skyward, hindered only by an occasional tinkering with policy to slow the surge. The exuberance of 2009 has given way to gloom in 2010. Banks have been ordered to raise reserves and tighten credit. Worries are building over the possible impact on exports of feeble demand in key export markets. The weakening euro, and hence stronger dollar-linked yuan is another potential blow. "The stock market always goes ahead of the real economy. The recent weakness mainly comes from the deep panic over the risks China is facing," said Chen. That extends to jitters over just how far regulators will go in their effort to cool surging property prices to keep inflation from getting out of hand. "Our stock market is a big game pitting investors against policy regulator," says Zhang Minghua, a 38-year-old government employee who dabbles just to make a little money on the side. "I've learned enough lessons in the past to know to stay calm," he said. Housing prices climbed 12.8 percent over a year earlier in April, according to the National Bureau of Statistics, despite declining volume in property sales following moves to raise minimum downpayments for some housing purchases and mortgage interest rates for buyers of second homes, among other measures. Chinese shares interrupted their monthslong decline to claim their biggest daily gain in seven months on Monday after reports the government planning agency had ruled out imposing a property tax _ a topic of widespread speculation _ for the next three years. But Shanghai's benchmark index resumed its downward slide when the agency disavowed those reports, saying the comments represented only an official's personal opinion. "The market is as fragile as people think it is. Uncertainties are preventing a rebound," said Peng Yunliang, a senior financial analyst at Shanghai Securities, in Shanghai. Property stocks are a relatively small share of the market, accounting for less than 5 percent of its total value, estimated by the end of 2009 at $3.57 trillion by the World Federation of Stock Exchanges. But real estate is seen as a proxy for growth in many other industries, from steel and appliances to commodities and transport. Francis Cheung, an analyst at CLSA Asia-Pacific Markets, says he believes Beijing is determined, once and for all, to discourage real estate speculators by convincing them property is no longer a sure bet, even if share prices remain weak. The cooling measures "have to be long enough to weaken the psychology that you can only make money in the market," he said. "That psychology is very dangerous." Cheung expects property prices in Shanghai, which were up more than 20 percent earlier this year, to be flat in 2010. In the long term, most analysts are upbeat over prospects for both shares and the property sector, given the massive, pent-up investment demand among China's increasingly affluent middle class. But for now, the uncertainties have many of China's retail share investors hugging the sidelines. "The market is full of liars. Everyday, analysts on TV say it's time to buy ... and the government says the economic outlook is the best ever," said Wen Liuqin, a 57-year-old retiree. "It's only beautiful in appearance, not reality," Wen said. ___ Associated Press researcher Ji Chen contributed to this report.
