US newspapers reported that Washington was considering stepping up its covert operations in the impoverished Arabian peninsula country which has been the source of growing Western concern about its potential for use as a launchpad for jihadist attacks. Yemen's official Saba news agency said that a committee for civil aviation security had decided "to implement exceptional security measures on all cargo leaving Yemeni airports to ensure the safety of civil aviation." Focus: Saudi fugitives key players in Yemen-based Qaeda branch US Transportation Security Administration chief John Pistole said a team of US experts was heading to Yemen to provide screening, training and equipment to examine cargo shipments at the main international airport in the capital Sanaa. One of the two bombs was found at Britain's East Midlands airport. The other was found in Dubai. Qatar Airways said on Sunday that it had been flown from Sanaa to Doha and then on to Dubai on one of its aircraft. London announced that it was suspending all unaccompanied air cargo from war-torn Somalia, extending a ban on freight from Yemen imposed after the devices were found last week. Berlin said it was banning all flights from Yemen, after the discovery of the bomb at East Midlands airport on a flight that had passed through the German city of Cologne. "The German air authorities have orders to turn back all direct and indirect flights from Yemen," a transport ministry spokesman said. "That means that for the time being, there will be no flights to, or over German territory allowed," he added. British Prime Minister David Cameron vowed to work with partners in the Middle East to "cut out the terrorist cancer that lurks in the Arabian Peninsula. Analysis: Cargo plan bombs show security gaps, innovation "The fact that the device was being carried from Yemen to the UAE to Germany to Britain en route to America shows the interest of the whole world in coming together to deal with this," Cameron told parliament. The Dubai bomb was composed of a highly explosive combination of PETN and lead azide, hidden inside a computer printer with a circuit board and mobile phone SIM card attached, security officials said. British Home Secretary Theresa May announced a ban on passengers carrying toner cartridges larger than 500 grammes in their hand luggage. Toner cartridges would also be banned from air cargo unless they come from a "regular shipper," she added. The BBC reported that the bombs had been discovered following a tip-off from a former Al-Qaeda militant who handed himself in to Yemeni authorities two weeks ago. Jabr al-Faifi is a former Guantanamo detainee who was returned to Saudi Arabia for rehabilitation in 2006 but later escaped to Yemen and rejoined Al-Qaeda. An alleged Saudi bombmaker, Ibrahim Hassan al-Asiri, has emerged as a key suspect in the bomb plot. "Al-Asiri's past activities and explosives' experience make him a leading suspect," a US official said on condition of anonymity. The militant, thought to be hiding in Yemen, is wanted for a string of high-profile attacks linked to Al-Qaeda. In August 2009, Asiri sent his 23-year-old younger brother on a suicide mission, with 100 grammes (four ounces) of PETN under his white Saudi robe, to kill Saudi intelligence chief Prince Mohammed bin Nayef, who was wounded but survived. US officials have said the parcel bombs intercepted in Dubai and Britain were addressed to synagogues in Chicago. The Wall Street Journal reported that President Barack Obama's administration was considering placing under Central Intelligence Agency authority elite "hunter-killer" special operations teams that operate secretly in Yemen to track and kill Al-Qaeda leaders. The Pentagon, however, strongly denied the report. "There is nobody in a leadership position in the Defence Department who's given any serious consideration to the proposal outlined in that article," spokesman Bryan Whitman told reporters. Washington has stepped up its military assistance to Yemen over the past year and US officials have acknowledged covert operations in the country in the past, although the State Department insists the lead role in fighting the jihadists rests firmly with the Yemeni security forces.
