Karzai spokesman Waheed Omer predicted "frank" exchanges during the four-day trip, aimed at showing a united front after weeks of public bickering between the White House and the Afghan leader at a pivotal time in the nine-year war. "However nice we can be, we will raise issues that we believe that if addressed jointly by Afghanistan and the United States will help us strengthen this partnership and bring peace and security," Omer said at a briefing at Radio Free Europe/Radio Liberty in Washington. High on the agenda during Wednesday's meeting with President Barack Obama will be Afghan concerns about civilian casualties, Omer said, as well as night raids and giving control of detention centres to Afghanistan. Omer defended his government's efforts to tackle corruption and reiterated Karzai's commitment to do more to deal with the problem, which is seen by U.S. military commanders as a major threat to the counterinsurgency strategy. "Corruption is not only something connected to the Afghan government," he said, adding that the problem of corruption had been overblown by the media. Karzai irked the Obama administration and Congress in recent months by blaming much of the corruption in his country on Western donors, who he said also were responsible for some of the election fraud in last year's flawed poll. RED CARPET TREATMENT Obama administration officials have toned down their criticism of Karzai ahead of the visit and have promised the red-carpet treatment for the Afghan leader, including a Rose Garden news conference with Obama. Experts said it was important to show recent tensions were behind them as both sides need each other and U.S. public opinion flags ahead of November congressional elections. "I am confident both presidents have it within them to take that deep breath and to use this visit to move forward as partners," said former U.S. Ambassador to Pakistan and Iraq Ryan Crocker. In private, however, the message from Obama is expected to be firm -- that Washington wants to start pulling out U.S. troops from Afghanistan in July 2011 and Karzai must do a better job on governance issues and corruption. A new Washington Post and ABC News poll on Sunday showed a little more than half of Americans did not think it was a war worth fighting, with 52 percent critical of the war, which began when the United States invaded to oust al Qaeda and the Taliban after the September 11, 2001, attacks. Karzai's first official function will be a dinner hosted by Secretary of State Clinton at Blair House on Monday, followed by a day of meetings at the State Department on Tuesday. Karzai is expected to push for more equipment and help training security forces. He also probably will discuss a growing worry among many Afghans that U.S. commitment to the country will wane quickly once it starts withdrawing troops. Nearly all of Karzai's Cabinet is in Washington for the four days of meetings -- emulating the strategic dialogue held in March with Pakistan that was aimed at showing deeper, long-term ties between the two countries. Karzai's visit comes at an important juncture in the war, with 30,000 additional U.S. troops expected there by the end of August and an upcoming military offensive to take full control of Kandahar, the spiritual hub of the Taliban in the South. More immediately, there will be a so-called grand council of Afghans, or peace "jirga," planned in Kabul starting May 29 to discuss how to make peace with the insurgents and Obama is looking for more details on how that will pan out. Another focus of Karzai's trip will be planning for an international conference on Afghanistan due in Kabul in late July, as well as September parliamentary elections. In addition, Karzai will be looking for greater action against sanctuaries for insurgents in neighbouring Pakistan. Washington has been putting more pressure on Islamabad to tackle sanctuaries both for the Afghan and the Pakistani Taliban, the group suspected of being behind a foiled attack on Times Square this month.
