The unprecedented operation to drop the 100-ton (90-tonne) chamber some 5,000 feet (1,500 meters) below the surface to cap the leak was expected to be completed within hours, after getting underway late Thursday. "It's about 200 feet (60 meters) above the leak, being lowered very carefully onto the leak," BP's chief executive officer Tony Hayward told CNN. The operation is seen as the best hope to stave off the biggest US environmental disaster since the 1989 Exxon Valdez spill in Alaska, but officials remain cautious about whether it will work. "This has never been done in 5,000 feet of water. It's a technology first. It works in three to 400 feet of water. But the pressures and temperatures are very different here," Hayward warned. "We cannot be confident that it will work." The British energy company is racing to contain the leak, hemorrhaging some 200,000 gallons of oil a day into the Gulf of Mexico from the sunken Deepwater Horizon rig that exploded on April 20, killing 11 workers. Once it reaches the seabed, the 40-foot (12-meter) tall white box will be fitted into place by remote-controlled submarines. Related article: Survivors say no warning of US oil rig blast BP officials, who leased the rig from Transocean, say they hope to have the dome operational by Monday, when a large part of the oil would then be funneled up to a containment vessel on the surface for storage and processing. Oil sheen from the massive crude spill began washing ashore Thursday on an island off Louisiana, raising fears for the region's fragile ecosystem living in its wetlands and shorelines. The region is home to vital spawning grounds for fish, shrimp and crabs and a major migratory stop for rare birds. BP is also spraying dispersents over the slick to break it up, and deploying thousands of booms to try to contain it. Homeland Security Secretary Janet Napolitano said after touring the region that US officials were continuing to plan for the worst. "Our planning in terms of preparation for more oil coming up to the surface of the gulf and heading toward those fisheries, beaches, et cetera, on the shore, the planning and preparations continue as if there were no dome being lowered," she told MSNBC television. Hayward told CNN the British energy giant was responsible for the cleanup and would compensate local industries hit hard by the spill. Louisiana has ordered an "emergency" halt to shrimp harvesting in waters near the mouth of the Mississippi River, and the state extended a ban on commercial and recreational fishing. "We are the responsible party. We are going to clean this up fully and completely. And we have said very clearly where there are legitimate claims for business interruption, then we will be good for them," Hayward said. Related article: Concerns over oil leak dispersant Under US law, BP is liable for up to 75 million dollars for the oil spill cleanup, although the final cost is likely to be much higher. Asked what the final price tag would be, Hayward refused to speculate, saying only: "We have said that it is inevitable that the 75-million-dollar limit has no relevance in this case." Political fallout over the spill also grew as a key US senator warned action on legislation to fight climate change was now "impossible" due to fierce new opposition to offshore drilling in the wake of the disaster. "I believe it would be wise to pause the process and reassess where we stand," Republican Senator Lindsey Graham said. Some 10,000 officials and volunteers have fanned out across the Gulf coast shorelines and in more than 260 vessels to help contain the spill and protect the coast, according to BP and the US Coast Guard. The White House warned meanwhile that the oil industry should not use the huge spill as a justification for any future oil price hikes.
