(AHN) - Secretary of State Hillary Clinton on Tuesday announced $110 million in aid to Pakistan, whose stability is key to the success of the new U.S. strategy in Afghanistan. More than a million people in Pakistan have been displaced by fighting between terrorists in the nuclear-capable nation's northwestern region and government troops. The aid will not need approval from Congress since it will be taken from existing funds. It includes $20 million to provide family relief kits, tents and generators, $26 million for the immediate purchase of food from local sources, and $15 million for shipments of food items such as lentils. All except $10 million will come from the State Department; the funds from Pentagon will be used for water trucks and halal food. Fighting continues in the Swat Valley in Pakistan, whose initial inaction against Taliban militants in its northwestern region had prompted strong criticisms from Clinton and other U.S. officials. The Taliban have occupied the Swat Valley in Pakistan following a peace agreement with the government in February. But they have been attacking security forces and spreading into the adjacent areas. Concerns are rising in Washington about Pakistan's security on its nuclear weapons arsenal, in light of attacks from militants just 60 miles from Islamabad, the capital. The Pakistani military said on Tuesday that it is "making headway" and that "security Forces are consolidating their positions in the Valley." It also said troops had "successfully cleared more than 40 houses in Kanju" but that "fierce clashes are [still] taking place." The area in northwestern Pakistan along the border with Afghanistan has been called a haven for Taliban and al-Qaeda terrorists who attack NATO and U.S. forces from across the border. The United Nations has appealed for international assisstance for refugees, saying the 1.17 million people who have fled their homes to stay with relatives or friends, and the more than 130,000 others taking refuge at U.N. camps is "placing tremendous strain on the country." President Barack Obama has said Afghanistan is "inextricably linked" to Pakistan, and that winning the war against extremists who move between the the borders of the two nations "will not succeed with bullets or bombs alone." His new Afghan strategy includes sending 21,000 additional U.S. troops to Kabul and $1.5 billion to build schools and hospitals in Pakistan every year over the next five years. The administration also has millions worth of nonmilitary aid for Pakistan, which has elicited concerns from some lawmakers.
