SKorea: NKorea still carrying out nuclear deal

SEOUL, South Korea - North Korea is still carrying out a nuclear disarmament pact despite its recent threat to hold onto atomic weapons, South Korea's No. 2 nuclear negotiator said Tuesday after a rare trip to the communist nation.
Envoy Hwang Joon-kook and a group of nuclear experts visited the North from Jan. 15 to 19, to check the status of atomic fuel rods that Pyongyang agreed to export under a 2007 accord with China, Japan, South Korea, Russia and the United States, the members of the six-nation nuclear talks.
The trip came amid months of deadlock on the deal over Pyongyang's refusal to verify its nuclear programs. Just days before the trip, Pyongyang also said it won't give up nuclear weapons as long as what it called the "U.S. nuclear threat" remains.
Despite the threatening rhetoric, the North was still disabling the facilities at its Yongbyon nuclear complex under the aid-for-disarmament pact, Hwang said.
He also said North Korean officials were "cooperative," although Pyongyang refused to grant him a meeting with the North's main nuclear envoy, Kim Kye Gwan, or his deputy Ri Gun.
Hwang said his team inspected about 14,800 unused nuclear fuel rods and other facilities at Yongbyon.
He said the South will discuss with other six-nation nuclear talks members how to deal with the fuel rod issue. South Korea has considered buying the rods for use at its own nuclear power plants.
The trip came amid high tension between the two Koreas and Hwang was the highest-level Seoul official to visit the North in a year. Hwang said he did not discuss inter-Korean relations during the trip.
