World leaders at the summit, hosted by Kazakhstan in its glitzy new capital Astana, have acknowledged that the group's ability to fulfil its aim of preventing conflicts in Europe and the former Soviet Union has waned in recent years. But the 56-member-state group operates by consensus, meaning any single country can torpedo the final communique and a proposed action plan that diplomats hope will define the future role of the Organization for Security and Cooperation in Europe. After hours of closed door talks, diplomats told AFP a deal was still held up by some ex-Soviet states objecting to references to contested issues, including Georgia and the Armenia-Azerbaijan dispute on Nagorny Karabakh. The disputes could even endanger the adoption of the action plan -- dubbed the Astana Framework for Action -- that was supposed to be a centrepiece of the summit, diplomats said. "There are still many problems," a senior member of one delegation told AFP. The official plenary session ended with no deal in sight and Kazakh President Nursultan Nazarbayev, whose country holds the OSCE chairmanship this year, repeatedly postponed a news conference scheduled to announce the outcome. "I am counting on your flexibility. History has given us a unique chance and it would be unforgivable to lose it," Nazarbayev told the final session. Italian Prime Minister Silvio Berlusconi, in typically spontaneous style, made an unscheduled plea to the summit to "show a true spirit of unity and spell out specific objectives." Nazarbayev is expected to use all his influence and cunning to find a respectable deal after Kazakhstan tirelessly used its chairmanship of the OSCE as a shop window to promote itself as a world power. Leaders including US Secretary of State Hillary Clinton and Russian President Dmitry Medvedev had the day earlier urged a revamp of the OSCE to cope better with modern security threats. The group had not gathered since a summit in 1999 in Istanbul -- for many, a sign that the organisation was losing its focus. A particular stumbling block is any reference in the communique to Georgia, which fought a war with Russia in 2008 over two breakaway regions which Moscow now recognises as independent. Russian Foreign Minister Sergei Lavrov said that Moscow would not accept any document referring to an ongoing "conflict" in Georgia or an insistence on the country's territorial integrity. A draft version of the communique obtained by AFP outlining a broad vision for the OSCE's future conspicuously left a blank space for the text on Nagorny Karabakh, Georgia and the Moldovan breakaway region of Transdniestr. The summit was also marred by bellicose speeches from arch foes Armenian President Serzh Sarkisian and Azerbaijan President Ilham Aliyev, each accusing the other of sabotaging talks to resolve the Nagorny Karabakh dispute. Most of the top leaders left after the first day of the summit, leaving their diplomats to agree a deal. "Time will tell if we can deliver today and finish with something real achieved, not just a nice meeting, lunch and dinner," said Lithuanian President Dalia Grybauskaite, whose country will hold the chairmanship next year. Nazarbayev scored a major coup by attracting dozens of world leaders to his hitherto little-known capital, whose shiny new buildings seem to arise out of nowhere in the vastness of the Kazakh steppe. But the summit has also been criticised by some activists who say Kazakhstan's dubious rights record, especially on media and Internet freedoms, made it a poor choice.
