The Romanian city is fast becoming famous for a thriving film festival and a new paintbrush culture. When Romanian producer Tudor Giurgiu nine years ago raised the idea of an international film festival in Cluj, the country's third biggest city, the 37-year-old almost got laughed at. "I wanted to prove you can organise a big film festival in Romania", he told AFP. Now closing its 9th edition, the Transylvania International Film Festival (TIFF) winds down Sunday after featuring 240 movies from 47 countries and bringing in big international names such as German director Wim Wenders to the city of 300,000. "We try to select films that are not easy, that stimulate", Giurgiu said. In past years, French actress Catherine Deneuve and Italian star Claudia Cardinale have flown in, and last year 55,000 people attended screenings. "Of course, the international hype around Romanian cinema helped us as well", Giurgiu added. After 2000, a "new wave" of directors emerged, making films that often evoke the harsh reality of daily life in Romania during or after the dictatorship of communist strongman Nicolae Ceausescu, who fell in 1989, but with a touch of humour. They scooped a bucket of world awards in the last few years including a Palme d'or top prize in Cannes in 2007 for Cristian Mungiu's "Four Months, Three Weeks and Two Days" and a Berlin Silver Bear last year for Florin Serban's "If I Want To Whistle, I Whistle". Last week's open-air screening of the latter film on the main square attracted 1,500 people. "The idea is also to show and promote Romanian production in Romania for a wider audience", Giurgiu said. But now TIFF, which runs on a budget hovering between 800,000 and one million euros, is also helping to promote art. This year a local artist competition was created to stimulate young artists from Cluj. The city, which has a strong ethnic Hungarian minority, is "strongly associated with contemporary painting, with the so-called Cluj school", British magazine Frieze, dedicated to contemporary art, wrote recently. Painters such as Adrian Ghenie, 33, who are showcased in exhibitions from London to Los Angeles, still have studios in Cluj, located at the "Fabrica de Pensule" (Paintbrush factories). Opened at the end of 2009, the multidisciplinary cultural venue is set in a former paintbrush factory -- purely by coincidence-- that had to close down in the late 1990s due to stiff Chinese competition. "We were a group of artists from Cluj who had been active for years and who wanted to set up a more coherent project. Then we found the Fabrica", Mihai Pop, director of Plan B gallery told AFP. The owner of the factory, a local businessman, rented out the space for a good price and the artists moved in. "What is interesting is that we, the artists, created the place as it is now. It was not a politician's idea to set up a cultural centre and then try to fill it in with artists", Pop said. Today, his Plan B gallery which has a sister unit in Berlin, is considered by many art critics as one of the most successful. They share the derelict-looking building with its rusted pipes with sculptors, painters and designers studios. Fabrica also has rehearsal space for dancers and actors. "What is really stimulating is that we can work alongside renowned artists and exchange views with gallery-owners who have international experience", Miki Braniste, cultural manager from Colectiv A, a structure created to promote contemporary dance, told AFP. A good part of Cluj's bubbling art scene is the result of "private initiative" and not an institutional move, say cultural experts. At Fabrica, artists have created a central structure in order to define their cultural strategy for the whole project, said coordinator Corina Bucea. Why is so much happening in Cluj, a city praised for its tranquility? "Maybe because of this tranquility", said Mihai Pop, "Artists must protect their energy in order to create.
