World Whether the sales stem from jitters about terrorism, anxiety over the economy or simple nostalgia, the task of finding a convincing formula to reassure citizens in periods of stress and conflict remains as testing as ever for governments. Saturday's bungled bomb attack in New York's Times Square is the latest example of a security incident that poses multiple challenges to authorities - rapidly find the perpetrator, but at the same time do not unduly add to public alarm by overreacting. Draconian security responses can hand attackers victory by disrupting daily life, alarming the public and handing extra publicity to a militant cause, argue counter-terrorism experts. U.S. authorities' response to Saturday's plot, attributed by prosecutors to a Pakistani-American, was broadly firm and measured, say experts, with little of the apparent near-panic caused by a December 25 attempt by a Nigerian militant, Umar Farouk Adbulmutallab, to bomb an airliner over Detroit. "Terrorism is as much as anything an act of theater," wrote Nigel Inkster, a former British intelligence officer, and Alexander Nicoll in Survival, a journal of the International Institute for Strategic Studies. "Abdulmutallab ... succeeded in what was presumably an important part of his al-Qaeda-inspired mission: To contribute to the unnerving of America. "GET A GRIP" "By the next morning, new ritual humiliations at airports awaited all those wishing to fly to the United States." "The lack of any sense of proportion simply serves to enhance the status of a terrorist group which is dispersed, quite small and cannot possibly threaten America's sovereignty unless Americans connive in their own defeat." Pilot Patrick Smith, an air travel columnist for salon.com, describing the brittleness of the U.S. mood in January 2010, contrasted what he said was the overreaction in some U.S. security steps to a steadier approach by governments in the 1980s, a period of deadlier aviation piracy and sabotage. "This country needs to get a grip. We need a slap in the face, a splash of cold water," he said. U.S. security consultancy Stratfor said the "uncomfortable truth" was that some militants would always succeed in getting through security. This reality "flies in the face" of expectations that governments must prevent all attacks, it said. Telling the truth about the inevitability of further attacks is difficult, but becomes palatable when a sense of perspective is applied, analysts say: Violent crime, car accidents and domestic mishaps each kill many more people than terrorism. Inkster and Nicoll, who headlined their article "Keep Calm and Carry On, said that while the 1939 slogan was "almost a caricature of the famed British stiff-upperlip approach," it was a message with a lesson in the face of inevitable attacks: "Some resilience is needed. In its absence, terrorists achieve their objective," they said. Assessing the threat is difficult because it is mutating. "EVIL EMPIRE" Then U.S. president Ronald Reagan had no difficulty communicating the Cold War threat to his country with his 1980s phrase "Evil Empire" -- his view of a monolithic Soviet power. As an adversary al Qaeda is a sharp contrast: No longer a vertical hierarchy, it is increasingly an inspirational movement inciting followers via personalized, horizontal global networks. While the risk of complex 9/11-style attacks has eased, thanks to pressure on al Qaeda's leaders in their south Asian hideouts and better Western security, the new networks tend to have brief lifecycles, making them even harder to penetrate. And while their tradecraft is poor, their targets are more modest, and more inherently achievable. This shift was reflected in a November 2009 call by the leader of al Qaeda's Arabian Peninsula wing, Nasser al-Wahayshi, for militants to stage simple bomb attacks in the West from whatever was to hand, including household items. He said: "Do not spend a long time searching for materials as they already exist in your mother's kitchen." Fears about this shift in terrorism risk were underlined later that month when an American-born Muslim army major, Nidal Malik Hasan, killed 13 people in a shooting spree at an army base at Ford Hood, Texas. Prosecutors said later he had been in contact with an pro-al Qaeda preacher in Yemen. Stratfor said Hasan's "model" of attack had been successful. "With AQAP leader al-Wahayshi advocating smaller and easier attacks against softer targets...(shortly before Maj. Hasan's attack at Fort Hood), it appears that the tactic is making its way through jihadist circles," Stratfor said.
