ShareThis April 13, 2010 2:58 p.m. EST Topics: politics, local authority, labor, disaster and accident, employee, industrial accident, United States Kris Alingod - AHN News Contributor Montcoal, WV, United States (AHN) - The recovery of bodies from the Upper Big Branch Mine was completed early Tuesday and the grim task of investigating the deaths has begun in earnest. Twenty-nine miners died and two others were injured after an explosion last week, the nation's worst mine accident in four decades. Toxic gas had impeded recovery of the dead just as it had slowed rescuers in their search for survivors. Only seven of the fatalities were recovered from the mine before the weekend. "Our focus will now turn to the investigation and we continue to work diligently with state and federal authorities to try to determine the cause of this tragic explosion as quickly as possible, " the owner of the coal mine, Massey Energy, said in a statement. The blast a day after Easter drew attention to Massey Energy's safety record, and what pundits have called a disregard for regulations by the company's chairman and chief executive, Don Blankenship. Blankenship on Tuesday thanked rescue and recovery teams including those from competitor companies for "work[ing] tirelessly and selflessly" and "put[ting] their own lives at risk." All state and U.S. flags are at half-staff in West Virginia. The dead victims include 62-year-old Benny Willingham, who had paid for a cruise he planned to take after his retirement next month. For days last week, families held hope, along with the whole nation, that four missing miners had survived the blast in a safety chamber with food supply. "We are praying for a miracle," President Barack Obama said in a somber message. Rescue efforts involved an exhaust fan and bore holes drilled 1,100 feet deep into the mine to vent deadly gas. The cause of the explosion has yet to be determined, but scrutiny is focused on Massey Energy's violations related to ventilation systems to keep methane, a highly combustible gas, from accumulating. Documents released by the federal Mine Safety and Health Administration (MSHA) show that the Upper Big Branch Mine has received 124 citations so far this year and a total of $188,769 in civil penalties. Last year, the company was cited for 515 violations, more than twice the number of citations it received in 2008. Massey Energy said in a statement last Friday, "Since January 2009, UBB has had less than one violation per day of inspection by MSHA, a rate consistent with national averages. Most of the citations issued by MSHA to UBB in the last year were resolved on the same day they were issued." The company, the largest coal producer in central Appalachia, operates mines in three states including Kentucky and Virginia. MSHA named members of its investigative team last Wednesday. The agency, which is under the Labor Department, is due to submit a preliminary report to the White House this week about its findings.
