The August meeting of the ECB Governing Council will likely be a low-key affair, economists say, since the 16-nation bloc has no major disasters hanging over its head for the first time in a while. In Britain, the Bank of England is expected to keep its benchmark interest rate at 0.50 percent -- also a record low level -- because a recent upturn in economic growth there is seen as temporary, analysts said. Credit channels are a possible path for ECB governors to explore, since the economy has improved and companies and households are mulling investments even though the second half of 2010 is tipped to be less dynamic than the first. "The demand for loans perceived by banks continues to recover," the ECB said in its eurozone bank lending survey published last week. A key indicator of economic activity, the eurozone purchasing managers' index, accelerated in July for the first time in three months, data showed on Wednesday. At the same time, financial market tensions have eased since most European banks passed stress tests aimed at determining if they could withstand another slowdown and the debt crisis in Greece and other countries eased. But analysts warn that weak consumer spending will still hold back growth over the coming months. The ECB continues to lend unlimited amounts of cash to commercial banks for periods of up to three months but the banks are borrowing less and are in general still tightening credit conditions, for business loans in particular. Fearful the economic recovery is already slowing and could falter as state spending is cut, the banks are carefully considering risks that loans will not be paid back in more difficult times. ECB data last week showed that loans to non-financial companies fell by 0.4 percent in June, although lending for home mortgages picked up. Consultancy group Ernst & Young said it expects "that tight lending criteria will remain for some time, which will hamper growth in the eurozone in the next couple of years." ECB president Jean-Claude Trichet is thus likely to repeat calls for banks to assume their traditional role of purveyors of credit to the wider economy. In July, Trichet said that "the challenge remains for banks to expand the availability of credit to the non-financial sector when demand picks up."
