Karzai has stopped short of endorsing the outcome of September's fraud-hit parliamentary vote, urging protesters around the country to avoid violence and file complaints through legal channels. Election Complaints Commission (ECC) commissioner and spokesman Ahmad Zia Rafat and head of the ECC secretariat Aman Tajali have been ordered to appear before top prosecutor Mohammad Ishaq Alko, his deputy Rahmatullah Nazari said. Nazari told AFP the spokesman for the Independent Election Commission (IEC) Noor Mohammad Noor and the body's head of information technology Shafiq Kohistani were also summoned. "There have been direct petitions lodged against them and they're accused of violation of the constitution, misuse of authority and taking bribes," he said. "If the allegations -- and for most of them we have evidence -- are proved, the legitimacy of the election will be seriously undermined," he said. But the IEC's deputy chief electoral officer Zekria Barakzai told AFP that the election body had not received any official information about the summons. The moves came as analysts warned that Karzai's support in the new parliament appeared to have dwindled and as his main opponent, Abdullah Abdullah, claimed that his loyalists won more than 90 seats in the 249-member chamber. Candidates who stood for election on September 18 have taken to the streets in towns and cities across the country, denouncing final results that the UN mission and US embassy in Kabul had been swift to welcome. "The president... calls on unhappy candidates and their supporters to avoid violence and disorder and take their complaints to the legal authorities to be addressed in the light of the law," said a statement from Karzai's office. The IEC on Wednesday announced 238 seats in parliament from the election, leaving 11 unendorsed from the troubled province of Ghazni, where Afghanistan's largest ethnic group, the Pashtuns, failed to win a single seat. An official involved in the election told AFP on condition of anonymity that low Pashtun representation "is something Karzai is not happy with." The head of state is himself a Pashtun and much of his support is rooted in the south and east, where Taliban insurgents waging a nine-year war against his Western-backed administration are also concentrated. Investigations into massive fraud have already cancelled a quarter of the 5.6 million votes cast, following more than 5,000 complaints of fraud, and disqualified 24 people declared to have won under preliminary results. Top prosecutor Alko earlier told a Kabul news station that eight people had been arrested in connection with vote fraud, while Nazari said that four people were arrested including two senior election officers, while a hunt for a fifth man -- a UN-affiliated election official -- had been launched. Nazari accused the IEC of not cooperating with his investigators "because they have committed massive fraud and they don't want this to be revealed". Nazari showed AFP a letter which he said was a "contract" for a deal worth 220,000 dollars between "an election candidate" and an alleged election worker. He criticised the endorsement of Wednesday's results by the UN mission in Kabul, saying "this is not acceptable for us". In the western city of Herat, about 500 people supporting a disqualified candidate went on the march, shouting slogans against the election commission. In northern Samangan province, hundreds of men blocked a highway protesting against another ruling, local police said. In Kabul, ethnic Hazara elders demanded that the results in Ghazni -- which returned 11 Hazara winners -- be immediately released. Leading Afghan election watchdog Free and Fair Election Foundation of Afghanistan (FEFA), said the ballot was "full of flaws." "With the final results of the parliamentary elections announced, FEFA believes it is time for all stakeholders to commit to and begin the process of electoral reform," it said.
