Gillard's Labor Party won a second term after tied elections in August, but only with support from three independents and a Green lawmaker, leading to concern her government might be unstable and not survive a three-year term. But Gillard's government had a major victory when the upper house Senate on Friday passed crucial communications laws, which had been stalled for two years and which underpin an election promise to build a high-speed broadband network. "Julia Gillard has emerged as a prime minister who matters. Her deal on the national broadband network marks Gillard as an achiever of substance," said veteran political analyst Rob Chalmers, editor of the Inside Canberra newsletter. The political victories should boost business confidence in the government and Gillard's changes of passing a controversial mining profits tax, as well as price carbon pollution, as investors have been wary of lingering political uncertainty. The broadband laws passed after Gillard flexed her negotiating skills to woo Senate support from the Greens and two independents, and came at the end of a volatile six months. Gillard toppled former prime minister Kevin Rudd to seize power in a party coup in late June. She then took the country to early elections, where Labor lost its majority, but she negotiated a deal with independents to hold power. In between, Gillard soothed mining industry anger over a new mining profits tax and negotiated a compromise 30 percent tax with global miners BHP Billiton, Rio Tinto and Xstrata. STRENGTHS Political analyst Nick Economou said Gillard had emerged as a deal-making prime minister, although her government's long-term stability remained uncertain. "Her strengths are in negotiation and dialogue, and that came through for her at the end of the year," Economou said, adding a defeat on the broadband laws would have severely undermined the government's ability to control parliament. However, Economou, from Monash University, said it was unclear if Gillard would survive a full term, despite strong support from independents, as Labor faction leaders were still nervous about policy direction and opinion polls. "The same dynamics surrounding Rudd's demise are still there within the Labor Party," he said. Parliament's lower house is due to sit one more day to tidy up remaining bills. But the government's leader in the House of Representatives, Anthony Albanese, has been quick to outline the successes of the first minority government since World War Two.
