The Allahabad High Court in the northern state of Uttar Pradesh will deliver its ruling Thursday on who owns the site of the Babri mosque in the town of Ayodhya which was destroyed by Hindu zealots in 1992, a court official said. The government is extremely anxious about the potential for violence and has issued several public appeals for calm, as well as placing advertisements in national newspapers urging respect for the rule of law. The destruction of the Babri mosque triggered some of the worst inter-religious violence in India since partition of the subcontinent in 1947, leaving 2,000 people, mostly Muslims, dead. Hindus say the mosque was built in the 16th century by the Moghul emperor Babur on the site of a temple marking the birthplace of the Hindu warrior god Ram. The timing of the verdict is a major headache for the government as it struggles to salvage the Commonwealth Games, which have been plagued by mismanagement, corruption allegations and unfinished infrastructure. "Let us wait for the judgement. I am confident the people of this country are quite mature enough to maintain their equilibrium," Law Minister M. Veerappa Moily said afterwards. Home Minister P. Chidambaram took stock of security arrangements on Tuesday, with 32 sensitive locations identified across the country -- four of them in Uttar Pradesh -- where there is a potential for unrest. Paramilitary forces are to be kept at 16 strategic locations close to airports around the country for fast deployment in the event of trouble, the Press Trust of India news agency reported. Security has also been stepped up India's financial hub Mumbai where religious tensions have led to violence in the past. India has avoided any major outbreak of Hindu-Muslim clashes since riots in the western state of Gujarat in 2002. Last week, the Supreme Court ordered the postponement of the verdict in the six-decade-old legal battle that had been originally scheduled for September 24. It was petitioned by retired bureaucrat Ramesh Chand Tripathi who argued for a further stay on the verdict to allow for a negotiated settlement. This was rejected by the Supreme Court on Tuesday. "The (Supreme) court dismissed our plea and now the Ayodhya verdict will be declared in the next couple of days," Sunil Kumar Jain, the lawyer for Tripathi, told AFP. Since the destruction of the Babri mosque, the site has been cordoned off and guarded by troops. "We welcome the decision of the Supreme Court. It has cleared the uncertainty that was there in the country," a spokesman for the main Hindu nationalist opposition, the Bharatiya Janata Party (BJP), said. The drive to build a Ram temple on the ruins of the razed mosque remains an important policy plank of main BJP, which was propelled into the political mainstream by the Ayodhya issue. Private security consultant Chietigj Bajpaee from London-based Control Risks consultancy said the decision would have no direct impact on the Commonwealth Games, but could spark demonstrations or unrest. The worst-case scenario was "terrorist attacks targeting religious communities or locations", he said. "Cities with mixed religious populations and a history of communal violence such as Hyderabad and Mumbai are more vulnerable," he added. The High Court is set to answer three main questions, namely whether the disputed spot was Ram's birthplace, whether the mosque was built after the demolition of a temple and if the mosque had been built in accordance with the tenets of Islam. Any ruling is likely to be challenged in the Supreme Court. "It is the government's earnest hope that all sections of society will maintain peace, order, harmony and tranquillity," Home Minister Chidambaram said recently. "It would be inappropriate to reach any conclusion that one side has won or the other side has lost" following the ruling that will be extremely complex, he added.
