World Karzai is under intense pressure from his Western backers to purge his government of corrupt officials and appoint honest ministers to his new cabinet after being re-elected in a poll in which a U.N.-backed panel found a third of his votes were fake. Masoom Stanekzai, security advisor to Karzai told Reuters the line-up "should get the vote of confidence from the parliament" and that it will be announced by the end of this week. The announcement has been delayed because Karzai wanted to thoroughly analyze the candidates and announce the new appointments all at once, Stanekzai said, adding that the new cabinet would consist of fresh names as well as existing ministers who have been seen to have done a good job. Karzai has also pledged to reignite attempts to engage with the Taliban as part of efforts to fight an insurgency which has killed record numbers of civilians and foreign troops this year. "It is important that the military force is complemented with reaching out to those who are fighting the government but at the same time willing to leave the cycle of violence," Stanekzai said on the sidelines of a security conference in Manama, Bahrain. "But they feel there is no real opportunity, there is no real consistent programme for them to be able to reintegrate." Stanekzai said the reintegration programme for Taliban members who want to lay down arms is likely to start next month and Karzai has sought help from countries such as Saudi Arabia which have experience turning insurgents to the government. "The president also called upon the king of Saudi Arabia and asked him to help in the process, and one of those aspects is deradicalisation and using his influence as the custodian of the Kaaba," referring to the ancient cube-shaped shrine in Mecca, Saudi Arabia which Muslims face when they perform prayers. President Barack Obama has earmarked 30,000 additional troops for Afghanistan as part of the latest attempt to turn the tide on a worsening insurgency. Washington has said it wants to start scaling back troops from July 2011.
