Court to review release of Taiwan's ex-leader

TAIPEI, Taiwan - A district court must review its decision to release Taiwan's former President Chen Shui-bian without bail pending his corruption trial, the High Court ordered Sunday.
The Taipei District Court must reconsider whether to put Chen back in custody while prosecutors investigate new corruption allegations against him.
Chen, who was indicted on charges of corruption and money laundering, was released on Dec. 13 after 32 days in jail.
Chen and his wife are accused of embezzling 104 million New Taiwan dollars ($3.12 million) from a special presidential fund and of accepting bribes worth $9 million in connection with a government land procurement deal.
Chen has been accused of a "severe crime," and he should be detained again to prevent his fleeing the island, attempting to collude with former associates or destroying key evidence, said High Court judge Wen Yao-yuan.
The district court said it will hold a new hearing on Chen's detention Monday.
Chen campaigned for _ and won _ the presidency in 2000 on a promise to end corruption in Taiwan.
His arrest sparked heated debates in this rapidly evolving democracy on how to proceed with effective criminal prosecution without compromising human rights.
Many legal experts question if Taiwanese laws are outdated in permitting pre-indictment detentions. But prosecutors say placing Chen in custody is necessary because he may use his remaining influence to threaten former associates not to testify against him.
Chen insists he is innocent and claims the charges were a political persecution mounted by his successor, President Ma Ying-jeou.
The former leader went on a 16-day hunger strike when he was first incarcerated in November.
