At a solemn ceremony in Seoul commemorating the war's outbreak, President Lee Myung-Bak told the North to stop its "reckless military provocations" and to apologise for the sinking of a warship that has sent tensions soaring. Pyongyang in turn accused Seoul and its ally the United States of trying to provoke a new war and reportedly declared a "no-sail" zone off its west coast. The three-year conflict, which began with a North Korean invasion on June 25, 1950, left the peninsula in ruins and cost close to three million lives by most estimates, including of tens of thousands of US troops. But what has sometimes been described as the "forgotten war" ended only with an armistice and not a peace treaty, leaving the communist North and the capitalist South still technically at war. Pyongyang insists the 1950-53 war was triggered by provocations from the South and its US ally, which still stations 28,500 troops south of the border. With tensions high over the sinking of the warship in March, the North's ruling party newspaper Rodong Sinmun said peace was still threatened "due to the US and the South Korean puppet forces' vicious moves to provoke a new war". A US State Department spokesman said Friday Washington was aware of the nine-day "no sail" zone declaration, which in the past has signalled the onset of missile tests. "North Korea should refrain from actions that aggravate tensions," Philip Crowley said. "We would hate to see North Korea go through another round of missile launches." But a top party official in North Korea pledged to strengthen the country's nuclear weapons capability during an anti-US rally that state media said was attended by at least 120,000 army personnel and civilians. "Under the circumstances in which the United States is persistently holding on to isolation and suffocation manoeuvres against our republic, we will continue walking in the direction of strengthening our nuclear self-defence force," said top Workers' Party official Kim Ki-nam. The South has accused the North of torpedoing the Cheonan ship in an attack that cost the lives of 46 sailors, and has called for the UN Security Council to censure the reclusive communist regime. The North denies any involvement and accuses the South of mounting a US-backed smear campaign to fuel tensions, warning that planned reprisals could trigger a new war. Seoul's defence ministry said the North had declared a shipping exclusion zone off part of its west coast. It was unclear whether this was for a routine military exercise or a prelude to short-range missile tests. Lee said the South's ultimate goal was peaceful reunification. But he reiterated calls for the North to apologise for the sinking of the ship near the disputed Yellow Sea border. "North Korea should stop reckless military provocations and take the path for the 70 million Koreans to live together," Lee said. The US commander in South Korea, General Walter Sharp, said at a separate wreath-laying ceremony that any further provocations "will be dealt with swiftly and decisively". Hundreds of decorated veterans from the South, and from other countries that fought alongside them, joined families, diplomats and VIPs for the main commemoration ceremony. On display were the flags of the 21 countries that sent troops or medical units to support the South under the United Nations flag against North Korea and its Chinese ally. "South Korean and UN soldiers, you were not only courageous and genuine soldiers but also a cornerstone of South Korea's history," Lee said, presenting plaques of thanks to representatives of the nations. "We will remember your sacrifice and dedication forever." The North this week demanded that the United States pay almost 65 trillion dollars in compensation for six decades of hostility, including 26.1 trillion dollars for what it labelled US war "atrocities". Students and farm workers held meetings to mark the anniversary and to vow revenge on "the Yankees as a herd of wolves in human skin", its official news agency reported this week. South of the border, about 300 activists -- mostly refugees from the North -- floated some 200,000 leaflets across the frontier to tell North Koreans that their country started the war.
