DOHA (AFP) - – US Secretary of State Hillary Clinton on Monday welcomed a fledgling ceasefire in northern Yemen between the government and Shiite rebels.
 
In a statement released in the Qatari capital Doha where she is on the first leg of a Gulf tour, she said she hoped the truce would pave the way for a resolution of the six-year-old conflict but expressed concern about the plight of displaced civilians.
 
"We understand that a mediation commission representing all parties is monitoring compliance with the terms of the ceasefire and beginning the urgent process of reconciliation and reconstruction needed to bring this conflict to a permanent end," she said.
 
"The United States remains concerned about the humanitarian situation in the area, including the approximately 250,000 Yemenis displaced by the fighting.
 
"To assist displaced Yemenis, the United States has thus far provided 19.3 million dollars during fiscal years 2009 and 2010. We urge other donor nations to support international relief agencies."
 
The Yemeni army said on Sunday that the truce was holding and that joint commissions representing the government and the rebels had been meeting to implement the ceasefire.
 
The rebels said several roads had been reopened around their stronghold of Saada, while a two-week-old siege of the army's encircled 103 Regiment had been lifted.
 
But rebel sources said an exchange of prisoners has run into last-minute complications. "The authorities want us to release all Yemeni and Saudi prisoners, which was not the agreement," one of them said.
 
The Huthis want to exchange their prisoners for rebels captured by the Yemeni and Saudi military.
 
Thirteen Yemeni soldiers died when a military helicopter evacuating wounded servicemen amid the fledgling ceasefire, the defence ministry said on Monday.
 
Sunday's accident in the Kahlan district, east of the provincial capital Saada, was the result of a technical fault, the official Saba news agency quoted a ministry spokesman as saying.
 
The helicopter's four-man crew and the seven wounded soldiers they were evacuating all died, as did two soldiers in a military vehicle which the aircraft crashed into, the spokesman said.
