Crews struggle to restore power after ice storm slams northeast US

NEW YORK (AFP) - - Emergency crews struggled Sunday to restore power to hundreds of thousands of homes across the northeastern United States after a major ice storm caked in a rock-hard glaze and frigid temperatures sent thousands to shelters.
Some 650,000 customers in five states -- Maine, Massachusetts, New Hampshire, New York and Vermont -- were without electricity, US media reported, after states of emergency were declared across much of the region known as New England.
Authorities described it as the worst ice storm in a decade.
US President George W. Bush declared Massachusetts a disaster area late Saturday, unlocking federal aid to supplement local response efforts to the storm which first struck on Thursday with a vicious cold snap.
Officials warned that it could take days to restore electricity as utility crews labored to repair power lines downed by ice-coated tree branches.
Relief groups such as the Red Cross sought assistance from outside New England, including from Canada.
"We are used to cold, and we are used to snow and ice, but this is a storm that is very unique," Lisa Michaud, executive director of the Greater Manchester (New Hampshire) Red Cross, said on the Fox network.
"We received over an inch of ice on top of rain. It came hard and it came fast and we weren't prepared for it."
At about 1845 GMT Sunday, Michaud said more than 200,000 customers were without power in the state, and that they may not have power restored there for 72 more hours, nearly a week after the storm caused a blackout in more than one million homes.
The Red Cross said it has opened 19 shelters across New Hampshire, Michaud said.
As of 1900 GMT the Public Service of New Hampshire said on its website that 194,000 customers were without power, "a significant decrease from the 322,000 customers" without power on Friday.
"More than 120 additional crews joined PSNH's restoration effort (Sunday), from utilities as far away as Maryland, Ohio, and Canada," the company said.
Milder daytime temperatures are forecast for Sunday and Monday, but "the short daylight hours and colder night weather will make progress more difficult for crews working around-the-clock," the utility said.
"Crews continue to struggle with debris making several roads impassable and equipment hard to reach. Damage from the storm was so massive and widespread that much of Saturday was spent assessing damage. In many cases, PSNH crews have had to cut their way into the damage to fully determine what repairs are necessary."
