WASHINGTON (AFP) - – US Director of National Intelligence Dennis Blair will resign on Friday as President Barack Obama's top spy chief, a US official told AFP. "We expect Admiral Blair to offer his resignation tomorrow," a US official told AFP on condition of anonymity, adding several "strong candidates" had already been interviewed as possible replacements. ABC News said earlier that Blair, who as director of national intelligence coordinates 16 US intelligence agencies, had lost the full confidence of the White House. He met Obama in the Oval Office on Thursday and offered to resign, and the president said he would accept, ABC said. Blair's departure will be the most significant yet from Obama's administration and national security establishment during his 16 months in power. It comes after a rocky period which has seen questions raised over US intelligence, following the botched Christmas Day attack on a US airliner, the Fort Hood shootings and the foiled Times Square bombing. There was no immediate comment from the White House on the ABC News report. There have been months of rumors that Blair was losing the confidence of the White House, amid rumblings of discontent in the intelligence community. Just this week, Obama dispatched CIA director Leon Panetta and his national security advisor James Jones to Pakistan, to discuss anti-terror cooperation and intelligence following the failed Times Square attack this month. Blair, nominally the top US intelligence officer, did not make the trip. Blair's departure comes just days after the Senate Select Committee on Intelligence issued a damning report on failures leading up to the attempt by Nigerian Umar Farouk Abdulmutallab to blow up a Northwest jet over Detroit. In an unclassified 12-page summary of its investigation into the attack, the committee said "systemic failures" opened the way for the accused plotter, 23, who allegedly had explosives sewn into his underwear and has been linked to Al-Qaeda. The panel laid much of the blame on the National Counterterrorism Center (NCTC), created by the US Congress as the lead agency to organize and share intelligence about suspected extremists across the intelligence community. "Specifically, the NCTC was not organized adequately to fulfill its missions," according to the summary, which noted that no single agency considered itself responsible for identifying and tracking all terror threats. The committee, which launched its investigation on December 31, noted failures to revoke Abdulmutallab's visa, place him on the "no-fly list," connect and correlate different pieces of information, as well as the CIA's failure to share information about suspicions he was plotting an attack. It said US analysts were "primarily focused" on threats posed by Yemen-based Al-Qaeda in the Arabian Peninsula (AQAP) in that country, rather than on the group's potential threat to the United States. Abdulmutallab pleaded not guilty in January to six terror-related charges, including attempted murder of 290 people onboard the plane and trying to use a weapon of mass destruction. He faces a maximum penalty of life in prison if convicted. The DNI has also come under fire for failing to piece together tell-tale signs ahead of the November 5 shootings at Fort Hood army base in Texas. An army psychiatrist, Major Nidal Hasan, has been charged with carrying out the Fort Hood shooting spree that killed 12 soldiers and one civilian. Both Hasan and Abdulmutallab were believed to be inspired by a radical US-born Islamic cleric now in Yemen. Key Republican lawmakers assailed Obama's handling of intelligence matters as they heard of Blair's departure. Blair "deserves this nation's thanks for his long service to our country. It must have been challenging to be forced on the sidelines by the attorney general but still catch all the blame for failings," said Senator Kit Bond, the top Republican on the Senate Intelligence Committee. His counterpart in the House of Representatives, Pete Hoekstra, said the decision to step down rather "than continue to serve as America's top intelligence officer is a disturbing sign" of Obama's approach. Hoekstra accused Obama of "micromanagement" of intelligence, "sidelining" Blair, and "rampant politicization of national security." "The concerns I have come from how the Obama administration conducts national security, not over the director of national intelligence, who they never allowed to do it," he added.
