ADVERTISEMENT The Democratic Party of Japan trounced the long-ruling Liberal Democratic Party in historic elections last month on pledges to expand the social safety net, rein in the bureaucrats and put ties with the U.S. on a more equal footing. But as Yukio Hatoyama finalized his Cabinet choices Tuesday, he faced concerns that his incoming government lacks experience because his party has been in opposition for so long _ and many of its lawmakers have no governing experience at all. Some 143 of 308 Democratic lawmakers in the 480-seat lower house, which picks the prime minister, are first-termers. "Hatoyama has a lot to prove; the party also has a lot to prove. They are untested. It's a green Cabinet team. They don't have many seasoned veterans," said Jeff Kingston, Temple University Director of Asian Studies in Tokyo. "There will be some stumbling here and there." The Democrats face enormous pressure to resuscitate Japan's anemic economy and tackle other complex issues like its aging, shrinking population and bulging national debt. The public will have little patience on the economic front amid record joblessness and falling wages. "This misery index is something that the government needs to address and do very soon," Kingston said. Voters swept the Democratic party to power amid disgust with the LDP, which had ruled Japan nearly uninterrupted for more than 50 years, and a desire for change _ not so much because they embraced the Democrats, opinion polls have shown. Early Wednesday, Prime Minister Taro Aso and his Cabinet were expected to resign en masse to pave the way for a vote in parliament that would elect Hatoyama the new leader. At a meeting Tuesday of his party's lawmakers, the Stanford-educated Hatoyama acknowledged that the party, which was formed 10 years ago, might face some hiccups. "We might have to go through a process of trial and error, but I'm confident that we can find answers when we return to the basic principle as we encounter difficulties," he said. The Democrats could also face friction with bureaucrats because of their promise to limit the power of the rank-and-file in Japan's powerful ministries, which often formulate policies and under the LDP enjoyed strong influence over the national agenda. Hatoyama will likely announce his Cabinet lineup Wednesday, but Japanese media were already reporting that Katsuya Okada, a former bureaucrat in the trade ministry who has never held a Cabinet post, would take the Foreign Ministry portfolio. Perhaps to assuage worries among voters and investors, Hatoyama was expected to tap veteran lawmaker Hirohisa Fujii as Japan's next finance minister _ a critical role for a party facing concerns about its big spending plans. Fujii, 77, was first elected to parliament in 1977 after spending more than two decades in the Ministry of Finance. He served an 11-month stint as finance minister for the two Cabinets under a 1993-1994 coalition government _ the only other time since 1955 that the Liberal Democrats have not held power. As a product of Japan's bureaucracy, Fujii could help balance the Democrats' spending ambitions with more fiscally conservative finance ministry officials. The Democrats have drawn up an expensive list of promises, including cash handouts to families with children, toll-free highways and income support for farmers. The estimated bill comes to 16.8 trillion yen ($179 billion) if fully implemented starting in the 2013 fiscal year. Critics say it may be too much to handle for a country with a massive fiscal deficit. But the Democrats promise to pay for the programs by cutting waste in the budget. The Asahi and other major newspapers reported Tuesday that Hatoyama has settled on Shizuka Kamei as postal and financial minister. In that position, he will oversee the privatization of Japan's postal service, which also functions as a bank. Kamei heads the People's New Party, one of two small parties that will partner with the Democrats in the coalition government. It remained unclear who would take the defense portfolio _ especially important because Japan is negotiating a major realignment of U.S. forces throughout the country, including the transfer of 8,000 Marines from the southern island of Okinawa to the tiny Pacific territory of Guam. About 50,000 U.S. troops are stationed in Japan under a mutual security pact.
