BELFAST (Reuters) - Rival Northern Irish parties both said on Monday they believed they could reach a deal to end a row over police and justice powers that threatened to bring down their fragile government.

The teams from the mainly Catholic nationalist Sinn Fein and the predominantly Protestant Democratic Unionist Party (DUP) said on a seventh day of talks there were some issues to resolve but a deal could be reached.
Agreement between Sinn Fein and the DUP would give Northern Ireland its first justice minister and would be one of the boldest steps since the 1998 Good Friday Agreement, which ended three decades of sectarian violence that killed 3,600 people.
"There are some issues that have to be resolved. We have unanimously expressed the view that we are encouraged by the progress that has been made thus far," said Peter Robinson of the DUP, adding that "some issues" still needed to be resolved.
Sinn Fein's Gerry Kelly agreed after the longest sustained negotiations of the Northern Ireland peace process a deal looked within reach.
"There are some issues to conclude on. Nothing has changed. We are still confident we can do a deal," he said. "There are a few issues which have to be sorted out." Kelly added: "We are close, but there's a distance to go."
If talks over the police and justice power broke down a snap election would be triggered in the British province, where the former foes share power.
The two sides spent most of Monday briefing their own parties in Belfast and were only expected to return to cross-party talks late in the day.
They had been expected to reconvene at Hillsborough Castle, outside Belfast, where last week's discussions took place.
When talks broke up on Saturday before a day off on Sunday, the mood on both sides had been very positive.
Irish Prime Minister Brian Cowen canceled a meeting in Madrid with the Spanish prime minister on Monday and was ready to go to Belfast if agreement was reached. Downing Street would not comment on British Prime Minister Gordon Brown's plans.

Sinn Fein, which wants to see the province united with Ireland, has pressed for an early date for transfer of the justice powers most associated with British control during the years of violence.
It has accused the DUP, which wants Northern Ireland to remain part of Britain, of stalling. The DUP denies the charge.
Apart from the date, talks have faltered over a commission, which oversees the province's marches, the vast majority of which represent Orange Order Protestants.
The DUP wants this form of oversight abolished. Sinn Fein thinks it should remain.
Before leaving Northern Ireland last Wednesday, Brown and Cowen gave the two sides a deadline of last Friday to come up with proposals or Britain and Ireland would publish their own.
They have yet to do so even though the deadline passed. A British government spokesman said they were instead awaiting the outcome of ongoing talks.
Analysts predicted a deal would be concluded because it was in neither party's interest to trigger a snap election.
The DUP is mired in a scandal involving Robinson's wife that forced him to stand aside temporarily as first minister, even though he is overseeing the talks.
Sinn Fein might be more relaxed about a sudden poll, but the outcome is uncertain and it would be wary of incurring international criticism for undermining years of progress.
"For all the hot air and bluster that's come from the parties over the last week, they have nowhere else to go," said Jon Tonge, professor of politics at Liverpool University in northern England. "Walking out is not really an option."
