The winning bloc takes the lead to nominate the prime minister and main cabinet posts. But no bloc is expected to gain majority in parliament and must forge alliances with smaller parties to gain enough seats. ___ MAIN GROUPS: Iraq's majority Shiites currently control government. Prime Minister Nouri al-Maliki leads a political group that includes fellow Shiites and some moderate Sunnis. He is challenged by religious Shiite parties and a coalition led by his interior minister and Sunni tribal leaders. Kurdish parties dominate in their semiautonomous northern enclave. ___ ISSUES: Trying to crush remains of the Sunni insurgency remains a top priority as U.S. military moves ahead with its pullout. The Shiite-led government also claims loyalists to Saddam Hussein's Baath party are responsible for major attacks in Baghdad in recent months. Economic issues include seeking long-delayed law to divide oil revenue and trying to lure foreign investment. Northern oil hub of Kirkuk remains center of deep disputes over influence between Kurds, Arabs and smaller ethnic groups. ___ WORRIES: U.S. and Iraqi authorities are concerned about a rise in violence before the election. Some Sunni leaders have complained bitterly about a list blocking hundreds of candidates because of suspected ties to Saddam's regime, claiming it unfairly targets Sunnis although it includes Shiites as well. At least one prominent Sunni sheik has raised the prospect of a Sunni boycott, which would wipe out the credibility of the vote. ___ LAST VOTE: Iraqis last voted for parliament in December 2005 that saw tentative participation for the first time from Sunnis after they boycotted early contests. Shiite and Kurds dominate the current 275-seat chamber. In January 2009, Iraqis voted in provincial elections that were seen as widely credible and without serious flaws.
