CANCUN, Mexico (AFP) - – Argentina on Tuesday looked set to win widespread support in its sovereignty dispute with Britain over the Falklands, as a British rig began drilling for oil off the islands.
Leaders of the Latin American and Caribbean nations, meeting at the Mexican resort of Cancun, were expected to sign a resolution backing Argentina's rights over the islands when the summit draws to a close later on Tuesday.
"We have approved a declaration in which leaders of countries and governments present here reaffirm their support for the Republic of Argentina's legitimate rights in its sovereignty dispute with the United Kingdom," said Mexican President Felipe Calderon.
The latest row between London and Buenos Aires involves British drilling operations in the potentially oil-rich seabed around the archipelago, which lies 450 km (280 miles) off Argentina's southern coast.
A British rig began drilling on Monday in a move which has prompted a furious response from Buenos Aires.
Britain has held the windswept islands since 1833 despite ownership claims by Argentina, and the two went to war over the issue in 1982. Argentine troops seized the islands, only to be defeated and expelled by a British naval force after a short but bloody war, which cost around 1,000 lives.
Venezuela's firebrand President Hugo Chavez led support for Argentina, labelling Britain a relic of colonialism and demanding it return the Malvinas, as the islands are known in Spanish.
Buenos Aires said all 32 countries participating in the summit have given their support for the resolution. On Wednesday, Argentinian Foreign Minister Jorge Taiana is to discuss the latest chapter in the dispute with UN chief Ban Ki-moon.
Last month, London rejected Argentina's latest claim to the islands.
Argentina says Britain's has violated UN resolutions calling on the parties to not take any decision that could aggravate the issue.
The Cancun summit, between the Rio Group and the Caribbean Community (Caricom), also discussed plans for a new pan-American alliance that would exclude Canada and traditional regional power player the United States.
The new grouping could serve as an alternative to the Organization of American States (OAS), which includes the North American neighbors and has been the main forum for regional affairs in the past half-century.
Bolivian President Evo Morales said it could begin operating in July 2011, starting with an extraordinary summit hosted by Venezuela in Caracas.
"It's time to realize the unity of Latin America and the Caribbean," Calderon said, asking the attending leaders and foreign ministers to put aside their political differences.
But the move came as left-right divides were as wide as ever across a region struggling for consensus in the aftermath of a military-backed coup in Honduras.
Topics under discussion included whether to recognize Porfirio Lobo as the legitimate president of Honduras, after he was elected in November under a de facto government following the June 28 coup against Manuel Zelaya.
In Washington, US Assistant Secretary of State for Western Hemisphere Affairs Arturo Valenzuela said the United States did not object to the potential new bloc so long as it did not replace the OAS.
"Replacing the OAS? I don't think most of the countries are on that at all," Valenzuela told journalists at an event in Washington.
"This should not be an effort that would replace the OAS."
Chavez led support from the region's hard left for the grouping as a move away from US sway in the region.
"The OAS isn't useful for anything," Chavez said, giving the example of the divided body's reaction to the Honduras crisis.
While the OAS suspended Honduras and oversaw crisis talks, as well as condemned the coup, it did not push for returning the deposed leader to power.
The terms of the new grouping, and whether it aimed to replace the Rio Group, remained unclear.
