Taiwan government considers issuing bonds overseas

TAIPEI, Dec 8 - Taiwan is considering issuing treasury bonds abroad for the first time to fund infrastructure projects aimed at spurring the economy, officials and a newspaper said on Monday.
However, the finance ministry, which is tasked with bond issues and tax collection, said it was in no hurry to issue bonds overseas for now, contrary to the newspaper report saying that it could happen in the first half of next year at the earliest.
The Chinese-language Commercial Times also quoted Finance Minister Lee Sush-der as saying that Taiwan could issue up to $20 billion treasury bonds abroad.
But the finance ministry said such issues were unlikely to take place soon and declined to elaborate.
"Several criteria need to be met before we go overseas to issue bonds," the ministry said in a statement. "The bond market will have to be healthy and issue costs should be relatively low."
The ministry also said such issues should be conducted in a market or country that had friendly ties with Taiwan so that it would not spark any sovereignty issues or diplomatic rows.
Taiwan's government plans to spend T$4 trillion ($119 billion) in a series of infrastructure projects, such as expanding its port and airport facilities, and improving its network of roads across the island.
The overseas bond issue plan is part of efforts to lure foreign investments to expedite the process of building infrastructure projects at a time when the economy is suffering from a global downturn. (Reporting by Lee Chyen Yee and Rachel Lee; Editing by Victoria Main)
